According to Clause 2, Article 16 of Decree 81/2021/ND-CP, the subjects eligible for a tuition reduction of 50% are stipulated as follows:

2. Eligibility for a tuition reduction of 50% includes:

a) Kindergarten children and students who are children of officials, public officials, or workers whose parent suffers from occupational accidents or diseases and receive regular benefits;

b) Preschool students, students of formal education, learners in continuous education facilities pursuing formal education program whose parent or parents or grandparents (if living with grandparents) are near-poor households according to regulations of Prime Minister.

3. Eligibility for tuition financing: Primary education students in private education institutions in areas with insufficient number of public education institutions shall receive financing for tuition.

Students who are children of officials and public employees, workers whose parent(s) are injured or suffering from occupational accidents or diseases and are receiving regular benefits will receive a 50% tuition reduction.

Thus, students who are children of workers injured in occupational accidents will get a 50% reduction in tuition.

According to Clause 2, Article 14 of Decree 81/2021/ND-CP:

1. Students of public primary schools.

2. Learners studying in specific majors satisfying socio-economic development demands, national defense and security according to Law on Higher Education. Specific majors regulated by Prime Minister.

Thus, students studying in specific majors satisfying socio-economic development demands, national defense and security as stipulated by the 2012 Law on Higher Education (amended and supplemented by the 2018 Amended Law on Higher Education) will be exempt from paying tuition.

How much tuition reduction do university students studying Ca Tru in Vietnam receive?

According to Clause 1, Article 16 of Decree 81/2021/ND-CP, students in the following cases will be eligible for a 70% tuition fee reduction:

- Students studying traditional and unique artistic disciplines in vocational education institutions, public and private higher education institutions training in culture and arts, including:

+ Musicians from traditional theatrical genres;

+ Traditional musicians of Hue;

+ Southern Vietnam's traditional chamber music;

+ Actors in traditional theatrical stages;

+ Folk performance arts;

+ Ca Tru performance arts;

+ Bai Choi performance arts;

+ Performance of traditional musical instruments.

- Students studying specialties in court music, Cheo, Tuong, Cai Luong, dance, circus; certain strenuous, harmful, and dangerous trades and occupations in vocational education according to the list prescribed by the Ministry of Labor - Invalids and Social Affairs;

- Students who belong to ethnic minorities (apart from those from severely underprivileged ethnic minorities) in particularly disadvantaged communes/villages, communes in area 3 of ethnic minority and mountainous regions, particularly disadvantaged coastal and island communes as prescribed by competent authorities.

Thus, university students studying Ca Tru will receive a 70% tuition fee reduction.

What are the regulations on tuition management and use in Vietnam?

According to Article 13 of Decree 81/2021/ND-CP, the management and use of tuition in Vietnam are regulated as follows:

- Public educational institutions use tuition as prescribed by the Government of Vietnam regarding the financial autonomy mechanism of public service providers and aggregate them in the annual financial report of the educational institution as prescribed by law.

- Non-public and private educational institutions use tuition on a self-balanced revenue-expenditure basis and are responsible for financial management in their operations. They shall organize accounting work, pay taxes, and fulfill other financial obligations as prescribed by law.

- Educational institutions shall manage tuition fee revenues and expenditures according to accounting, auditing, tax policies and public financial regulations as prescribed by law; comply with inspection and examination requirements of the financial and competent educational management authorities and hold accountability before the law for the accuracy and truthfulness of the information and documents provided.

- Educational institutions, before enrollment or admission, must publish and publicize the tuition fee rate, training costs for each academic year, educational level in preschool and general education, the tuition fee increase roadmap (if any) for each academic year, and the expected increase for the entire course for higher education.

- Educational institutions are responsible for publicizing and explaining training costs, tuition fee levels, tuition fee increase roadmap for each academic year, educational level, course; publicizing quality assurance conditions as prescribed; and publicizing tuition fee exemption and reduction policies and tuition collection, exemption, and reduction in cases of natural disasters, epidemics, and force majeure events.
