- Secondary school teachers must have a bachelor's degree in teacher training (or a pedagogical university degree) or have an appropriate bachelor's degree (university degree) and a professional training certificate in pedagogy as prescribed by law.
- Teachers who do not meet the standard training qualifications are facilitated by their school and educational management agencies for additional training and professional development as prescribed by law.

Duty 1. Develop work plans appropriate to each job position and the requirements of each educational level.
Duty 2. Implement the approved work plans.
Duty 3. Manage and preserve records, books, teaching equipment, and educational materials as prescribed.
Duty 4. Coordinate with teachers and other staff during the implementation of tasks, serving teaching and educational activities in the school.
Duty 5. Implement reporting policies as prescribed.
Duty 6. Study and train to improve health, political knowledge, professional qualifications, and skills.
Duty 7. Participate in professional and skill training courses.

Right [2] Entitled to salaries, allowances policies, preferential policies (if any) as prescribed; entitled to change of professional titles; entitled to material and spiritual benefits as prescribed.
Right [3] Facilitated for study and professional development to enhance political knowledge, professional qualifications, entitled to full salary, allowances, and other policies as prescribed when assigned by competent authorities for study and professional development.
Right [4] Eligible to contract lecturing or scientific research at other schools or educational institutions or research institutions, provided they ensure completion of their tasks at their workplace and have written approval from the principal.
Right [5] Respected and protected in terms of dignity, honor, and physical integrity.

How should lower secondary school staff behave?
Pursuant to Article 31 of the lower secondary school, upper secondary school and multi-level school charter, issued together with Circular 32/2020/TT-BGDDT, lower secondary school staff must behave as follows:
- Teachers and staff must not do the following:
+ Offend the honor, dignity; infringe on the body of students and colleagues.
+ Cheat in tests, exams, admissions; cheat in checking and evaluating students' study and training results; skip classes, arbitrarily cut educational content.
+ Distort teaching and educational content; teach incorrectly from the knowledge perspective, educational viewpoints, policies of the Communist Party of Vietnam, and the Government of Vietnam.
+ Force students to take extra classes for collecting money; exploit sponsorship, support for education to force financial or material contributions.
+ Smoke, drink alcohol or beer, and use other stimulants while participating in teaching and educational activities.
+ Obstruct and cause difficulties in supporting and serving teaching and educational work of students and other work.
- The language and conduct of teachers and staff must guarantee professionalism, appropriateness, and educational effect on students.
- The attire of teachers and staff must be neat, suitable for educational activities, according to the Government of Vietnam's regulations on the attire of public employees.
- Teachers and staff must not violate other prohibited acts as prescribed by law.
