Based on Article 5 of Regulation 124-QD/TW in 2023, the subjects required to conduct a self-criticism are identified as follows:
Subjects subject to self-criticism
- Collective
1.1. Party committees and party organizations:
a) Politburo, the Secretariat of the Central Communist Party.
b) Executive committees of the party's direct Central Committee; executive committees of provincial, district-level party divisions; executive committees of superior-level party committees in public service providers, state enterprises at the central and local levels (including grassroots executive committees granted authority or pilot grants particularly); and executive committees at the grassroots level (where there is no executive committee, the self-criticism will be conducted by the management committee).
c) Communist Party groups, party committees at both central and local levels.
1.2. Leadership and management groups:
a) Leadership and management groups within the advisory bodies of the Communist Party at central and local levels; central leadership groups within the Office of the President, Office of the Government of Vietnam, Office of the National Assembly; the Ho Chi Minh National Academy of Politics, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam News Agency, Voice of Vietnam Radio, Vietnam Television, Nhan Dan Newspaper, Communist self-criticism, National Political Publishing House, Hanoi National University, Ho Chi Minh City National University, and the Secretariat of the Ho Chi Minh Communist Youth Union.
b) Permanent groups of the Ethnic Council, permanent groups of committees of the National Assembly, leadership groups of bodies under the Standing Committee of the National Assembly.
c) Leadership and management groups of ministries, central authorities, Vietnam Fatherland Front, political-social organizations at the central level and subordinate units; leadership and management groups at provincial, district, and grassroots levels, public service providers, and state enterprises (with guidance from subordinate party or political commissar committees at the central level).

2.1. Communist Party members within the entire Communist Party (excluding those exempted from party work and activities; suspended party activities; newly inducted members yet to complete 6 months).
