Based on Article 4 of Circular 27/2023/TT-BGDDT, the organization of the textbook selection council for the 5th grade at the educational institution in Vietnam is as follows:

(1) The textbook selection council is established by the Principal, assisting the head of the educational institution in organizing the selection of textbooks.

Each educational institution establishes one (01) Council. For educational institutions with multiple educational levels, each level establishes one (01) Council.

(2) Number and structure of Council members

- The Council consists of:

+ The head and vice head

+ Heads of professional groups, specialized groups, and professional rooms (hereinafter referred to as professional groups)

+ Representative teachers

+ Representatives of the Parents Committee of the educational institution

The number of Council members is odd, with a minimum of 11 (eleven) people. For educational institutions with fewer than 10 (ten) classes, the minimum number of Council members is 05 (five) people;

- The structure of the Council includes: Chairman, Vice Chairman, Secretary, and other Council members.

The Chairman of the Council is the Principal; in cases where the head is not allowed to participate in the Council according to Clause 3, Article 4 of Circular 27/2023/TT-BGDDT and in cases of absence due to force majeure, the Chairman of the Council is the vice head.

The Vice Chairman of the Council can be the vice head or the head of a professional group.

The Secretary of the Council is selected from the Council members.

- Persons who have participated in the compilation of textbooks or in directing the compilation, publishing, printing, or distribution of textbooks (in the list of textbooks approved by the Minister of Education and Training);

Fathers, mothers, fathers-in-law, mothers-in-law; husbands or wives; siblings, and siblings-in-law of persons who have participated in the compilation or in directing the compilation, publishing, printing, or distribution of textbooks; persons working in publishing houses or organizations with textbooks are not allowed to participate in the Council.

What are the tasks of the Council and its members for selecting Grade 5 textbooks in Vietnam?

Based on Article 6 of Circular 27/2023/TT-BGDDT, the tasks of the Council and its members for selecting Grade 5 textbooks are as follows:

* Tasks of the Council

- Organize the appraisal of minutes from meetings of professional groups; review and evaluate textbooks by teachers; compile the list of textbooks selected by the professional groups;

- Summarize and propose to the head the list of textbooks selected by the professional groups after meeting the requirements as stipulated in this Circular.

* Tasks and powers of Council members

(1) Tasks and powers of the Council Chairman:

- Responsible for the activities of the Council, develop the work plan, and organize the implementation of the Council's work plan;

- Organize the Council's activities as stipulated in Clause 1, Article 6 of Circular 27/2023/TT-BGDDT; Assign tasks to the Vice Chairman, Secretary of the Council, and Council members (the assignments are documented and archived in the Council's work file); Preside over Council meetings, review the minutes of each Council meeting; Propose additional or replacement members for the Council (if necessary);

- Handle situations arising during the textbook selection process according to their authority;

- Responsible for explaining the textbook selections of the educational institution;

- Perform tasks and exercise the powers of a Council member;

(2) Tasks and powers of the Vice Chairman:

- Perform tasks as assigned or authorized by the Chairman; responsible to the Chairman for assigned tasks;

- Perform tasks and exercise the powers of a Council member;

(3) Tasks and powers of the Council Secretary:

- Assist the Chairman in preparing the content and work plan of the Council;

- Record minutes of the Council's work;

- Perform tasks and exercise the powers of a Council member;

(4) Tasks and powers of Council members:

- Participate fully in Council meetings; in case of absence, submit a written report and obtain the Chairman's approval;

- Appraise minutes of professional group meetings, review and evaluate textbooks by teachers, compile the list of textbooks selected by professional groups;

- Perform other tasks as assigned by the Chairman.

What are the criteria for selecting Grade 5 textbooks in Vietnam?

According to Article 3 of Circular 27/2023/TT-BGDDT, the criteria for selecting textbooks is as follows:

1. Suitable to the socio-economic characteristics of the locality.

2. Suitable to the conditions for organizing teaching and learning at the educational institution.

The selection of Grade 5 textbooks in general educational institutions must align with the socio-economic characteristics of each locality and the conditions for organizing teaching and learning at each institution.
