What are regulations on building a safe school and preventing accidents and injuries in Vietnam?

According to Article 4 of Circular 18/2023/TT-BGDDT, the regulations on building a safe school and preventing accidents and injuries in Vietnam includes:

- Ensuring safety regarding physical infrastructure, equipment, facilities, documents, and teaching materials serving the educational activities of the school.

- Ensuring school security and order; preventing school violence, crime, social evils; guiding learners to participate in a safe, healthy online environment compliant with the law.

- Educating knowledge and skills on drowning prevention; traffic safety; fire prevention and fighting; disaster and natural disaster response; preventing falls, collisions, electric shocks, and other common types of accidents and injuries.

- Protecting and caring for learners' health: preventing school-related diseases; ensuring food safety; preventing the harm of tobacco, new tobacco products, alcohol, beer, and other addictive substances.

- Implementing conduct regulations and democratic procedures in schools; mental health education; providing psychological counseling for learners and social work within the school.

According to Article 5 of Circular 18/2023/TT-BGDDT, the management of activities to build a safe school and prevent accidents and injuries is regulated as follows:

- Issuing and organizing the implementation of activity plans annually and by stage, linked with the educational and developmental plans of the school; specifically identifying resources, implementation timelines, and safety school criteria as per the Appendix issued with this Circular.

- Developing and organizing the implementation of coordination regulations for building safe schools and preventing accidents and injuries among organizations within the school; between the school and students' parents, clearly defining the responsibilities of each individual and organization involved.

- Developing preventative plans and handling before, during, and after accidents and injuries occur within the school and coordinating the handling outside of the school; planning and ensuring safety and prevention of accidents and injuries for learners when the school organizes or coordinates extracurricular educational activities.

- Establishing channels for receiving information and systems for recording, monitoring, and supervising the construction of safe schools and prevention of accidents and injuries.

- Regularly and periodically inspecting activities related to building safe schools and preventing accidents and injuries within the school, as well as the compliance of learners, management staff, teachers, and staff.

What are regulations on professional training and professional development for management staff, teachers, and employees in Vietnam?

According to Article 8 of Circular 18/2023/TT-BGDDT, the regulation on professional training and development for management staff, teachers, and employees is as follows:

- Assessing the awareness, knowledge, and skills regarding education on accident and injury prevention for management staff, teachers, and school staff to build appropriate training and development plans for each target group.

- Organizing training to enhance professional skills for management staff, teachers, and school staff on building safe schools and preventing accidents and injuries, as well as initial first aid skills, with a focus on school health staff, physical education teachers, homeroom teachers, and teachers in charge of psychological counseling and socio-political, and Team activities.

- Organizing teacher training on content and methods for integrating and embedding education on safe schools and preventing accidents and injuries into subjects and educational activities.

Is it necessary to disseminate knowledge and skills to ensure safety and prevent accidents and injuries for learners in Vietnam?

According to Article 9 of Circular 18/2023/TT-BGDDT, regulations on dissemination of knowledge and skills to ensure safety and prevent accidents and injuries for learners are as follows:

- Implementing integrated education, embedding contents of building safe schools and preventing accidents and injuries into subjects and educational activities.

- Educating knowledge and skills on ensuring security, social safety order; preventing school violence, crime, and social evils within the school, community, and online environment.

- Educating knowledge and skills on drowning prevention, especially swimming skills and water safety; cooperating with families, authorities, agencies, organizations, and individuals in managing and organizing safe swimming lessons and drowning prevention for learners in the community.

- Educating knowledge and skills on traffic safety and cooperating with families in supervising the enforcement of traffic safety for learners in the community.

- Educating knowledge and skills on fire prevention and fighting, environmental protection, disaster response, preventing various other accidents such as falls, collisions, electric shocks, burns, poisoning, and animal attacks.

- Organizing teams, groups, and clubs to help learners proactively engage in activities and topics to practice accident and injury prevention skills within the school and support one another on the way to school, in the family, and in the community.
