Based on Article 12 of Circular 22/2021/TT-BGDDT regarding promotion, summer assessment, and non-promotion:
Promotion, summer reassessment, non-promotion
- Students meeting the following conditions are either promoted to the next grade or recognized as having completed the secondary education program or high school program:
a) The overall conduct assessment for the year (including reassessment results after summer training as stipulated in Article 13 of this Circular) must be rated as satisfactory or higher.
b) The overall academic performance for the year (including reassessment results of subjects as stipulated in Article 14 of this Circular) must be rated as satisfactory or higher.
c) The total number of absences must not exceed 45 days in a school year (calculated according to the educational plan of one lesson per day as prescribed in the General Education Program, including both permitted and unpermitted absences, either continuous or non-continuous absences).
- Students required to undergo summer training shall follow the provisions of Article 13 of this Circular; students required to retake examinations or be reassessed in subjects during the summer shall follow the provisions of Article 14 of this Circular.
- Students who do not meet the requirements stipulated in Clause 1 of this Article shall not be promoted or recognized as having completed the secondary education program or high school program.
- For students with disabilities: The principal shall decide on promotion or recognition of program completion based on the assessment results of students with disabilities as stipulated in Article 11 of this Circular.
Therefore, underperforming lower secondary school students can be understood as those whose academic performance and conduct assessment are rated as unsatisfactory. Consequently, underperforming students are not promoted to the next grade.

Based on Article 15 of Circular 22/2021/TT-BGDDT regarding commendation:
Commendation
1. The principal awards commendation certificates to students
a) End-of-year commendation
- The title of "Excellent Student" is awarded to students whose overall conduct and academic performance for the year are rated as good and who have at least 06 (six) subjects assessed through a combination of comments and scores, with an average score (DTBmcn) of 9.0 or higher.
- The title of "Good Student" is awarded to students whose overall conduct and academic performance for the year are rated as good.
b) Commendation for students with outstanding achievements in conduct and studies during the school year.
- Students with special achievements are considered by the school for commendation at a higher level.
Therefore, lower secondary school students are awarded the title of "Excellent Student" when their overall conduct and academic performance for the year are rated as good, and they have at least 06 (six) subjects assessed through a combination of comments and scores with an average score (DTBmcn) of 9.0 or higher.
What are regulations on the assessment of lower secondary school students with disabilities in Vietnam?
Based on Article 11 of Circular 22/2021/TT-BGDDT regarding the assessment of lower secondary school students with disabilities:
- The assessment of the conduct and academic performance of students with disabilities is carried out based on principles of motivation, encouragement, effort, and progress of the learners.
- For students with disabilities participating in inclusive education, their conduct and academic performance in subjects that they can meet the requirements of the General Education Program are assessed like regular students, but with leniency regarding the required outcomes for conduct and academic performance. Subjects that students with disabilities cannot meet the General Education Program requirements are assessed based on their Individual Education Plan; they are not required to take tests or assessments on the exempt subjects or curriculum.
- For students with disabilities participating in special education, their conduct and academic performance in subjects they can meet the special education program requirements are assessed according to the provisions for special education. Subjects that students with disabilities cannot meet the special education program requirements are assessed according to their Individual Education Plan.
