What are educational levels and qualifications of the National Education System in Vietnam?

According to Article 6 of the Education Law 2019, the national education system is an open, interconnected education system comprised of formal and informal education.

The national education system includes the following levels and training degrees:

- Early childhood education consists of nursery education and kindergarten education;

- General education includes primary education, lower secondary education, and upper secondary education;

- Vocational education provides training at elementary level, intermediate level, college level, and other vocational training programs;

- Higher education provides training at undergraduate, master's, and doctoral levels.

What are regulations on the curriculum of the national education system in Vietnam?

Based on Article 8 of the Education Law 2019, the curriculum of the national education system is structured as follows:

- The educational curriculum expresses educational objectives; it sets out the standards of knowledge, skills, and the desirable qualities and capabilities of learners; and details the scope and structure of content; methods and forms of organizing educational activities; and the evaluation methods of educational outcomes for each subject at every grade and level or subjects, modules, disciplines at each training level.

- The educational curriculum must ensure scientific and practical relevance; promote continuity and articulation between different levels and training degrees; facilitate differentiated and alternative training paths within the educational system for localities and educational institutions to proactively implement suitable educational plans; and meet the goals of gender equality and international integration. The educational curriculum is the basis for ensuring comprehensive educational quality.

- The standards of knowledge, skills, and quality and capability requirements prescribed in the education curriculum must be concretized into textbooks for general education; curriculums and teaching materials for vocational and higher education. Textbooks, curriculums, and teaching materials must meet the requirements of educational methodologies.

- The educational curriculum is implemented on an academic year basis for early childhood and general education; on a course or modular credit accumulation basis or a combination of credits and course basis for vocational and higher education.

Credits, modules accumulated by learners in one educational program are recognized for their transferability potential for corresponding subjects or modules in other educational programs when pursuing a different major, changing the mode of study, or advancing to a higher educational level or degree.

- The Minister of Education and Training, the Minister of Labor - War Invalids and Social Affairs, within the scope of their duties and powers, regulate the implementation of educational curricula and the recognition of the transfer value of learning outcomes in training levels of higher education and vocational education.
