Legal Position of the Center
1. The Center is a continuing education institution within the national education system. The Center has legal status, its own seal, and its own account.
2. The Department of Education and Training directly manages and directs the Center.
Thus, according to the above regulation, the Continuing Education Center is directly managed and directed by the Department of Education and Training.

3. Exercise autonomy rights according to the provisions of the law and some specific provisions as follows:
a) Decide on the goals, mission, strategy, and development plans of the Center;
b) Decide on the establishment of the organizational apparatus, develop the team of teachers and management staff based on the strategy and development planning of the Center; stipulate the functions and tasks of the organizations belonging to the Center;
c) Collect and spend financial resources, invest in developing conditions ensuring training quality according to the provisions of the law; decide on the tuition fees for educational programs meeting the needs of learners according to the financial autonomy regulations for the Center;
d) Enroll and manage learners; develop educational programs; organize the compilation or selection of learning materials suitable for the educational goals of each program; manage and issue certificates to learners according to the provisions of the law;
dd) Organize the implementation of scientific and technological research activities, international cooperation according to the strategy and development plans of the Center; ensure the educational quality of the Center; select educational quality accreditation organizations to register for accreditation.
4. Mobilize, manage, and use resources according to the provisions of the law.
5. Build, invest in facilities, educational equipment according to the requirements of the education, training programs.
6. Recruit, use, and manage teachers, managing staff, public employees; organize for teachers to update and enhance professional skills; organize for teachers, public employees, and learners to participate in social activities.
7. Implement the democratic regulation in the Center.
8. Implement policies on information, reporting, and be accountable to competent authorities, learners, and society.
9. Other tasks and powers according to the provisions of the law.
Thus, one of the tasks of the Continuing Education Center is to implement democratic regulation in the Center.
