What are the duties and powers of gifted schools?
According to Article 2 of the Regulation on organization and operation of upper-secondary schools for the gifted issued together with Circular 05/2023/TT-BGDDT of the Ministry of Education and Training of Vietnam, the objectives, tasks and powers of gifted schools are as follows:
* A gifted school is for students who achieve good results in conduct and learning in order to develop their aptitudes for a number of subjects on the basis of ensuring a comprehensive general education, creating a source of talents, meeting the development needs of the country.
2. The gifted school shall perform the tasks and powers of upper-secondary schools as prescribed in the Charter of lower-secondary schools, upper-secondary schools and multi-level schools and also perform the following additional duties and powers:
- Organize and implement the teaching plan of the advanced education program prescribed by the Minister of Education and Training;
- Research and apply appropriately and effectively the educational program and advanced methods of management, teaching, examination and evaluation; promote the implementation of education in science, technology, engineering, art and mathematics in general education;
- Develop administrators, teachers and employees in sufficient quantity and structure; good at expertise and profession; have scientific research capacity; use foreign languages in communication, teaching and scientific research;
- Coordinate with relevant units in organizing professional training, retraining, foreign languages and informatics for administrators, teachers and staff to meet the objectives and tasks of the gifted school;
- Develop cooperation activities with local and foreign education and training institutions and scientific research institutions to improve the quality of education;
- Formulate planning and development plans and increase investment in teaching facilities and equipment in accordance with law to meet the goals and tasks of the gifted school;
- Organize and manage student boarding activities;
- Build, manage and effectively use the information system and database in service of the management, education and assessment of the quality and operational efficiency of the school;
- Keep track of the learning and working process of former students;
- In each school year, chair at least 01 (one) seminar on the organization and management of educational activities in the school with the participation of lower-secondary schools, upper-secondary schools, etc. in order to share solutions and results of performing tasks and powers of gifted schools as prescribed in Clause 2 Article 2 of the Regulation on organization and operation of upper-secondary schools for the gifted issued together with Circular 05/2023/TT-BGDDT.

According to Article 4 of the Regulation on organization and operation of upper-secondary schools for the gifted issued together with Circular 05/2023/TT-BGDDT:
Managing authorities of gifted schools
1. Provincial gifted schools are managed by the Department of Education and Training.
2. Gifted schools affiliated to higher education institutions are managed by higher education institutions according to regulations on organization, administrators, teachers, staff, facilities, finance, enrollment and specified in the Regulation on organization and operation of the higher education institutions; under the management of the Department of Education and Training where the school is located in terms of implementing educational programs and plans, administration of graduation exams, and granting diplomas.
Thus, the supervisory authorities for specialized high schools are:
- The Department of Education and Training for specialized schools under the province;
- The higher education institution for specialized schools under higher education institutions.
How are the incentive policies for administrators, teachers, staff and students regulated?
According to Article 6 of the Regulation on organization and operation of upper-secondary schools for the gifted issued together with Circular 05/2023/TT-BGDDT, the incentive policies for administrators, teachers, staff and students are as follows:
- Administrators, teachers and staff of gifted schools are entitled to incentive policies according to the Government's regulations.
People's Committees of provinces (for provincial gifted schools), higher education institutions (for gifted schools affiliated to higher education institutions) shall, according to the provisions of law, on their own or seeking approval from competent authorities to, decide on policies to supplement the incentives and rewards for administrators, teachers and staff who achieve outstanding performance as to their assigned tasks.
- Students of gifted schools who have won prizes in excellent student competitions in academic subjects; national and international science and technology competitions will be considered for scholarships and receive commendation as prescribed.
People’s Committees of provinces (for provincial gifted schools), higher education institutions (for gifted schools affiliated to higher education institutions) shall decide on policies on supplementing the scholarship and commendation for students who achieve excellent performance in study and practice, have achievements in excellent student competitions in academic subjects; national and international science and technology competitions.
- The direct admission, priority consideration for admission to domestic higher education institutions, and sending students for training to overseas higher education institutions for gifted schools shall comply with the regulations of the Ministry of Education and Training.
