Under Clause 1, Article 10 of the Charter of Pedagogical Colleges issued together with Circular 23/2022/TT-BGDDT

Principal

1. The standards, conditions, roles, positions, tasks, powers, and terms of office of the principal of a pedagogical college shall comply with the provisions of the Law on Vocational Education; regulations on recruitment, usage, and management of public employees as specified by the Government of Vietnam, and the following specific regulations:

a) The principal of a pedagogical college must have a reputation in science and education; must possess a master's degree or higher with at least one undergraduate degree or higher in a major related to Educational Sciences and Pedagogy Training. Additionally, the principal of a pedagogical college must have at least 5 years of teaching or participating in management at the faculty or department level in colleges or universities, or have at least 5 years of experience in educational management at the departmental level of educational authorities from the provincial level upwards; must have undergone training and professional education management assessed as Qualified or higher by training institutions, and have the ability to manage the school. Before appointment, the principal must have at least 3 consecutive years with quality graded as good completion of tasks.

b) In the case of appointing a person from another agency or organization to the position of the principal of a pedagogical college, the competent management agency shall carry out the procedures as prescribed by law for the principal of the school to become a permanent staff member of the pedagogical college.

According to this regulation, the principal of a pedagogical college in Vietnam is not required to hold a master's degree in Educational Sciences and Pedagogy Training. However, the principal of a pedagogical college must possess a master's degree or higher, with at least one undergraduate degree or higher in a major related to Educational Sciences and Pedagogy Training.

Under Clause 1, Article 11 of the Charter of Pedagogical Colleges issued together with Circular 23/2022/TT-BGDDT:

Vice-Principal

1. The vice-principal of a pedagogical college assists the principal in managing and operating the school's operations. Depending on the training scale, each pedagogical college can have no more than 03 vice-principals.

2. The vice-principal of a pedagogical college must meet the standards and appointment conditions as specified in the recruitment, usage, and management of public employees by the Government of Vietnam; must have a reputation in science, education, have educational management capacity and school governance skills; must possess a master's degree or higher, with at least one undergraduate degree suitable for the major in charge; have at least 3 years of teaching or participating in management at the faculty or department level in colleges or universities, or at least 3 years of educational management at the departmental level of educational authorities at the provincial level upwards; must have undergone training and professional education management assessed as Qualified or higher by the training institution, and have the ability to manage the school; must have at least 2 consecutive years with quality graded as good completion of tasks before appointment.

3. The vice-principal of a pedagogical college directly manages certain majors of work as assigned by the principal; they represent the principal in resolving issues and are responsible before the principal and the law for resolved work; they are responsible for reporting to the principal and the college board on the implementation status of the assigned work.

4. The term of office for the vice-principal of a pedagogical college is 5 years.

5. The appointment and dismissal of the vice-principal of a pedagogical college are conducted as with the principal according to Clause 2, Article 10 of these regulations.

The vice-principal of a pedagogical college assists the principal in managing and operating the school's operations.

Depending on the scale, each pedagogical college can have no more than 03 vice-principals. Therefore, regardless of large scale, each pedagogical college can only have no more than 03 vice-principals.

What are the current regulations on lecturers and management staff of pedagogical colleges in Vietnam?

Under Article 19 of the Charter of Pedagogical Colleges issued together with Circular 23/2022/TT-BGDDT, the current regulations on lecturers and management staff of pedagogical colleges are as follows:

- The standard qualifications for lecturers of pedagogical colleges shall follow the provisions of the Law on Education 2019, Law on Vocational Education 2014;

- The professional title standards of lecturers in pedagogical colleges are implemented according to current regulations of the Minister of Education and Training when teaching at the college level in the Pedagogy Training sector; implemented according to current regulations of the Ministry of Labor, Invalids and Social Affairs, corresponding to each training level when teaching vocational education levels for industries outside the Pedagogy Training sector;

- The tasks and powers of lecturers of pedagogical colleges shall follow the provisions of the Law on Education 2019, Law on Vocational Education 2014, and other tasks and powers according to current legal provisions.
