Principles for naming and renaming pedagogical colleges

1. The Vietnamese name of the pedagogical college consists of the following components:

a) The identifying phrase for the type of school: Pedagogical College;

b) The phrase "central" if it is a school under the ministries and central authorities;

c) The phrase identifying a specific name: the name of the locality, the name of cultural or historical figures, individuals, organizations (if any), and other specific names. The phrase identifying the name of the locality must be associated with the place where the school's main headquarters is located. The specific name of the school must not duplicate or cause confusion with the name of a previously established school, ensure the purity of the language, and must not use words or symbols that violate historical tradition, culture, ethics, and cultural customs of the nation; it must not cause confusion about the status or ranking of the school, and must not create misunderstandings about the school's organization and activities.

2. The international transaction name of the pedagogical college should be translated from Vietnamese to a foreign language, consistent with the Vietnamese name, using foreign language terms appropriate for international practice, and should not translate the names of individuals.

3. The Vietnamese name of the pedagogical college is recorded in the establishment decision, seals, signs, documents, and papers of the school and is displayed at the school's main headquarters and branches.

As for the Vietnamese name of the pedagogical college, it consists of the phrase identifying the type of school; the phrase "central" if it is a school under the ministries and central authorities, and the phrase identifying a specific name: the name of the locality, the name of cultural or historical figures, individuals, organizations (if any), and other specific names.

Therefore, the name of a pedagogical college in Vietnam is not required to follow the name of the locality where it operates and can follow the name of a cultural or historical figure or an individual.

Which authority manages pedagogical colleges in Vietnam?

Under Article 4 of the Charter of Pedagogical Colleges issued together with Circular 23/2022/TT-BGDDT, the management of pedagogical colleges is stipulated as follows:

Management of pedagogical colleges

1. Pedagogical colleges in these regulations include: central pedagogical colleges and local pedagogical colleges, where:

a) Central pedagogical colleges are under the Ministry of Education and Training; they are directly managed by the Ministry of Education and Training, and they are also subject to territorial management by the provincial People's Committee where the school's main headquarters and branches are located;

b) Local pedagogical colleges are under the provincial People's Committee, cities directly under the central government (hereinafter referred to as the provincial People's Committee); they are directly managed by the provincial People's Committee.

2. Pedagogical colleges are established by decision of the Minister of Education and Training; they are subject to the state management of education by the Ministry of Education and Training for pedagogy training disciplines; they are subject to the state management of vocational education by the Ministry of Labor, War Invalids and Social Affairs when participating in training disciplines and majors under the state management of the Ministry of Labor, War Invalids and Social Affairs.

3. The provincial People's Committee is responsible for cooperating with the Ministry of Education and Training to implement state management according to the functions, tasks, and assignments of the Government of Vietnam for pedagogical colleges as stipulated in these regulations and relevant provisions of current law.

Therefore, the pedagogical college is subject to the management of the Ministry of Education and Training for pedagogy training disciplines.

In addition, the pedagogical college is subject to state management of vocational education by the Ministry of Labor, War Invalids and Social Affairs when participating in training disciplines and majors under the state management of the Ministry of Labor, War Invalids and Social Affairs.

What is the relationship between pedagogical colleges in Vietnam and society?

Under Article 22 of the Charter of Pedagogical Colleges issued together with Circular 23/2022/TT-BGDDT, the relationship between pedagogical colleges and society is as follows:

- Collaborate with political organizations, political-social organizations, political-social-professional organizations, social organizations, social-professional organizations, and professional organizations to achieve the comprehensive education goals for learners; closely combine education at the school, families, and society.

- Implement the policy of socializing the education cause, and have solutions to attract social organizations, recruitment organizations, enterprises, and other related parties to invest in building facilities; provide feedback to the school on development planning, sector structure, level of training structure, and program development; support funding for learners, accept graduates, oversee educational activities, and create a healthy educational environment.

- Disseminate scientific knowledge, transfer scientific research results, develop technology and services in the community.
