Under Article 7 of Circular 49/2020/TT-BGDDT:
Appraisal Council
- The Appraisal Council is an organization that assists the Minister of Education and Training in appraising preschool education programs; responsible for the appraisal results.
- The Appraisal Council consists of teachers, educational administrators, scientists with experience and reputation in education, and representatives from relevant agencies and organizations. The Appraisal Council must have at least one-third (1/3) of its total members being managers of preschool educational institutions and key preschool teachers. The number of Council members must be odd, with a minimum of seven (07) people.
- The structure of the Appraisal Council includes: Chairman, Vice-Chairman, Secretary, and Members.
- The Minister of Education and Training decides to establish the Appraisal Council.
Pursuant to Clause 1, Article 8 of Circular 49/2020/TT-BGDDT:
Standards for Appraisal Council members
1. Members of the Appraisal Council must meet the following standards:
a) Possess good character, ethics, and ideology; have sufficient health and time to participate in the program’s appraisal;
b) Have a university degree or higher; possess experience, a good reputation, professional competence, and understanding of educational science and preschool education programs;
c) Have participated in the development or appraisal of preschool education programs or have been involved in activities related to contributing to the development or appraisal of preschool education programs, or have at least six (06) years of direct teaching experience at a preschool educational institution.
2. Individuals involved in program development shall not participate in program appraisal.
Thus, according to the aforementioned standards for Appraisal Council members, a university degree or higher, experience, a good reputation, professional competence, and understanding of educational science and preschool education programs are required. According to this regulation, members of the Appraisal Council for preschool education program are not required to hold a doctorate degree.

Which entity elects the Vote Counting Committee for the Appraisal Council for preschool education program in Vietnam?
Under Clause 6, Article 12 of Circular 49/2020/TT-BGDDT:
Working Program of the Appraisal Council
- The Appraisal Council’s Secretary announces the Decision to establish the council.
- The Appraisal Council approves the working program.
- A representative of the host agency or unit presents the process of compiling the preschool education program.
- Members of the Appraisal Council present feedback on the preschool education program.
- The representative of the host agency or unit explains issues related to the preschool education program as per the request of the Appraisal Council members.
- The Appraisal Council elects a Vote Counting Committee and conducts a vote on the program appraisal as per regulation.
- The Vote Counting Committee conducts the vote counting; drafts a vote counting report; the Head of the Vote Counting Committee announces vote-counting results. In cases where there are two (02) or three (03) equal appraisal outcomes, the voting result will be based on the conclusion of the Appraisal Council Chairman.
- The Chairman of the Appraisal Council concludes the contents of the appraisal meeting.
- The Appraisal Council approves the meeting minutes.
- The Appraisal Council submits an appraisal report to the Minister within five (05) days of the conclusion of the work.
Therefore, within the working program of the Appraisal Council, the Appraisal Council will elect its Vote Counting Committee and conduct the program appraisal voting as per regulation.
What are the duties and powers of members of the Appraisal Council for preschool education program in Vietnam?
According to Clause 4, Article 9 of Circular 49/2020/TT-BGDDT, the duties and powers of members of the Appraisal Council for preschool education program in Vietnam are as follows:
- Have the right to request the provision of all relevant documents to serve appraisal;
- Study the draft program and related documents provided by the organization presiding over the appraisal;
- Fully participate in Appraisal Council meetings; present feedback and assessments on the draft program during Appraisal Council meetings; write assessments and feedback on the draft program according to the Appraisal Council's templates. Each member of the Appraisal Council should not be absent from more than one-third (1/3) of the total meetings in a program appraisal process stipulated in Article 10 of this Circular. In case of non-attendance at an Appraisal Council meeting, they must report to the Chairman of the Appraisal Council and send their feedback and assessment in a sealed envelope to the presiding individual before the meeting;
- Be responsible for feedback and assessments during the program appraisal process;
- Have the right to retain personal opinions; send personal opinions to the presiding unit organizing the appraisal in writing;
- Perform duties assigned by the Chairman and Vice-Chairman of the Appraisal Council.
