Based on Article 10 of Circular 33/2019/TT-BLDTBXH, the regulations on organizing sports activities in vocational education institutions in Vietnam are as follows:
- Guiding extracurricular students in sports, physical activities, intellectual games according to the conditions of each vocational education institution.
- Encouraging and motivating students to self-practice extracurricular sports according to their interests and personal conditions.
- Training and competing in sports.
- Organizing sports exchange activities to exchange and disseminate knowledge, skills, attitudes, and experiences regarding physical training, sports, and health maintenance for students.
- Organizing for vocational education students to participate in regional, continental, and world sports tournaments.
- Other sports and physical activity contents suitable with legal regulations.
What are principles of organizing sports activities in vocational education institutions in Vietnam?
According to Article 5 of Circular 33/2019/TT-BLDTBXH, the principles of organizing sports activities in vocational education institutions in Vietnam are as follows:
- Organizing sports, cultural, artistic activities for students must ensure compliance with the current law on sports, culture, and arts.
- Organizing sports, cultural, and artistic competitions must follow the correct rules and competition regulations, ensuring objectivity, truthfulness, practice of thrift, avoiding formality, and waste.
What are State's responsibilities for physical education and sports in schools in Vietnam?
Pursuant to Article 21 of Law on Physical Training and Sports 2006 (supplemented by point b, clause 6, Article 1 of Amended Law on Physical Training and Sports 2018 and amended by point a, clause 6, Article 1 of Amended Law on Physical Training and Sports 2018), the responsibilities of the State for physical education and sports in schools are as follows:
- The State has policies to allocate land and invest in building facilities for physical education and sports activities in schools, ensuring sufficient PE teachers and instructors for all education levels and training degrees; prioritizing the development of swimming, traditional martial arts, and ethnic sports.
- The Minister of Education and Training, the Minister of Labor, Invalids and Social Affairs are responsible, within their respective duties and powers, to:
+ Establish standards for facilities and equipment for physical education activities at various education levels and training degrees;
+ Set standards for quantity and professional qualifications for PE teachers and instructors at all education levels and training degrees;
+ Develop and issue physical education programs, train and foster PE teachers and instructors, guide content for extracurricular sports activities in schools;
+ Issue standards for assessing and grading students' physical fitness.
- Ministries, ministerial-level agencies, and government agencies under the Government of Vietnam are responsible for directing and organizing the construction of facilities, allocating PE teachers and instructors for schools under their management.
- The provincial People's Committees (hereinafter referred to as provincial People's Committees) have the following responsibilities:
+ Plan land allocation, build facilities, multifunctional gyms, ensure equipment and sports tools, designate teacher positions, PE instructors for public schools in their localities;
+ Implement land preference policies according to legal provisions for private and semi-public schools to allow these institutions to build facilities serving physical education and sports in schools.
