According to the regulations in Article 2 of the Charter of the Parent-Teacher Association issued with Circular 55/2011/TT-BGDDT:

- The Parent-Teacher Association, also known as the Parent-Guardian Association, is organized every school year by parents or guardians of students (hereinafter referred to as parents) who are currently studying in each class, and each school appoints representatives to cooperate with the school in carrying out educational activities.

- The Parent-Teacher Association is not organized on an inter-school basis or at administrative levels.

Additionally, according to Clause 1, Article 3 of the Charter of the Parent-Teacher Association issued with Circular 55/2011/TT-BGDDT:

a) Each class has a Parent-Teacher Association consisting of 3 to 5 members, including a chairman and a vice chairman.

b) Members of the Class Parent-Teacher Association are enthusiastic and responsible individuals who work with the class teacher, subject teachers, and the school to represent the parents of the class in performing educational activities for the students.

According to Clause 2, Article 4 of the Charter of the Parent-Teacher Association issued with Circular 55/2011/TT-BGDDT, the duties and rights of the Class Parent-Teacher Association are as follows:

  1. Rights of the Class Parent-Teacher Association:

a) Decide to convene parent meetings as per Article 9 of this Charter (except the first meeting of the school year to appoint the Class Parent-Teacher Association) after reaching a consensus with the class teacher;

b) Organize to gather parents' opinions on measures to manage and educate students, to specifically recommend to the class teacher and subject teachers measures to improve the quality of moral education and teaching quality;

c) Coordinate the organization of extracurricular educational activities, traditional education, cultural activities, arts, and sports to achieve comprehensive education goals for students after reaching consensus with the class teacher.

Thus, the Parent-Teacher Association has the following rights:

- Decide to convene parent meetings according to Article 9 of the Charter of the Parent-Teacher Association issued with Circular 55/2011/TT-BGDDT after reaching consensus with the class teacher specifically:

The school-level Parent-Teacher Association meets regularly according to the annual activity program and meets unexpectedly when requested by at least 50% of the members or the chairman.

- Organize to gather parents' opinions on measures to manage and educate students, to specifically recommend to the class teacher and subject teachers measures to improve the quality of moral education and teaching quality;

- Coordinate to organize extracurricular educational activities, traditional education, cultural activities, arts, and sports to achieve comprehensive education goals for students after reaching consensus with the class teacher.

What are duties and rights of the President of the Class Parent-Teacher Association in Vietnam?

According to Clause 1, Article 5 of the Charter of the Parent-Teacher Association issued with Circular 55/2011/TT-BGDDT, the duties and rights of the President of the Parent-Teacher Association are as follows:

- Coordinate with the class teacher to develop and implement plans for educational activities as agreed upon at the first parent meeting of the school year;

- Prepare meetings of the Parent-Teacher Association and parent meetings, organize the collection of parents' wishes and recommendations.

Rights of the President of the Class Parent-Teacher Association:

- Assign specific tasks to the vice-chairman and members, chair the meetings of the Parent-Teacher Association, and represent the Parent-Teacher Association in cooperating with the class teacher to organize educational activities for students;

- Communicate with the class teacher about parent activities, reflect the parents' opinions on education quality and teaching quality;

- Together with the class teacher, consider and propose commendation, reward, or disciplinary actions for the students of the class.
