Have the Development Standards for 5-Year-Old Children been officially issued according to Decision 4222?

On December 27, 2024, the Minister of Education and Training in Vietnam officially issued Decision 4222/QD-BGDDT 2024 stipulating the Development Standards for 5-Year-Old Children as an orientation for comprehensive preschool children's education.

The Development Standards for 5-Year-Old Children consist of 22 standards, and 70 indicators across 6 fields including physical, emotional and social, language and communication, cognitive, aesthetic, and approach to learning.

The standards also define that a 5-year-old child is a child aged from 60 months to 71 months (71 months and 29 days). Furthermore, "Standard" is defined as the expectations of what 5-year-old children should know and be able to do after the educational process.

Specifically, the standards are as follows:

- Physical: Basic capabilities in the physical field are reflected through physical health; performing motor skills; understanding, practicing nutrition, hygiene, and safety.

- Emotional-Social: Basic capabilities in the emotional-social field will be reflected through self-awareness and social relationship skills.

- Language and Communication: Basic capabilities in the language and communication field are reflected through: listening, understanding, and expressing information appropriately in communication and preparedness for learning to read and write.

- Cognitive: Basic capabilities in the cognitive field are reflected through: knowledge and thinking skills; applying basic knowledge and skills to solve simple problems in daily life.

- Aesthetic: Basic capabilities in the aesthetic field are reflected through; the appreciation of beauty and using art as an instrument to express feelings, understanding, and creativity. The standards, and indicators in this field emphasize children's emotions, ideas in artistic activities, and the application of creative arts in life.

- Approach to Learning: Basic capabilities in the approach to learning field are reflected through several necessary factors aiming to form sustainable learning abilities later, such as self-direction in learning and solving simple life problems.

What are the rights of preschool children in Vietnam?

Under Article 33 of the Charter for Preschools issued with Circular 52/2020/TT-BGDDT, preschool children have the following rights:

- To be nurtured, cared for, and educated suitable for traveling conditions and ability to receive children of preschools.

- To be nurtured, cared for, and educated according to the educational program for preschools suitable for children’s ability and demands.

- To receive inclusive education programs (for children with disabilities) and enjoy educational policies for people with disabilities as per regulation.

- To receive physical and spiritual safety assurance; to be cared for, respected, and treated fairly; to have their legitimate rights and benefits ensured; to have their conditions ensured regarding physical facilities, hygiene, and safety at preschools.

- To participate in activities that promote individual abilities.

- To enjoy policies as per regulation.

- To enjoy other rights as per the law.

What are the regulations on the assessment of preschool children's development in Vietnam?

Under point h, clause 1 of Article 1 in Circular 28/2016/TT-BGDDT on amendments to section G of the preschool education program issued with Circular 17/2009/TT-BGDDT, the assessment of preschool children's development is as follows:

The assessment of preschool children's development is the process of systematically collecting information about the child and analyzing and comparing it with the goals of the preschool education program to assess the child's development to appropriately adjust care and educational plans.

(1) Daily Assessment of Preschool Children

- Purpose of assessment

The assessment aims to promptly adjust the daily care and educational activity plans for children.

- Content of assessment

+ Child’s health status.

+ Emotional state, attitude, and behavior of the child.

+ Knowledge and skills of the child.

- Assessment methods: Use one or a combination of the following methods to assess children:

+ Observation.

+ Conversation, communication with the child.

+ Analysis of the child’s activity products.

+ Discussions with parents/caregivers.

Daily, teachers monitor and record significant changes in the child and point to be noted to promptly adjust care and educational plans.

(2) Periodic Assessment of Preschool Children

- Purpose of assessment

To determine the level achieved by the child in developmental fields at each stage, thereby adjusting care and educational plans for the next phase.

- Content of assessment

Assess the developmental level of the child periodically in physical, cognitive, language, emotional, social skills, and aesthetic fields.

- Assessment methods: Use one or a combination of the following methods to assess children:

+ Observation.

+ Conversation, communication with the child.

+ Analysis of the child's activity products.

+ Use situational exercises.

+ Discussions with parents/caregivers.

Assessment results are kept by teachers in the child's personal file.

- Time and basis for assessment

+ Assess at the end of age milestones (6, 12, 18, 24, 36 months) based on expected outcomes.

+ Assess physical development level using additional indexes for weight and height at age milestones.
