What is the failing grade for the High School Graduation Exam 2025 in Vietnam?
Under Article 45 of the Regulation on High School Graduation Exams issued with Circular 24/2024/TT-BGDDT (effective from February 8, 2025), the regulations are as follows:
High School Graduation Recognition
1. Candidates eligible to take the high school graduation exam, not subject to the disciplinary annulment of exam results, achieving above 1.0 score in all subjects on a 10-point scale, and having graduation assessment points of at least 5.0, are recognized as high school graduation.
2. Candidates eligible to take the high school graduation exam, exempt from all papers in the graduation assessment process as per clause 1 Article 39 of this Regulations are recognized as high school graduation.
Additionally, under Article 3 of the Regulation on High School Graduation Exams issued with Circular 24/2024/TT-BGDDT regarding exam subjects:

The exam is organized in 03 sessions: 01 session for the Literature paper, 01 session for the Mathematics paper, and 01 session for the elective paper comprising 02 subjects chosen from Physics, Chemistry, Biology, History, Geography, Economics and Law Education, Informatics, Industrial-oriented Technology (abbreviated as Industrial Technology), Agriculture-oriented Technology (abbreviated as Agricultural Technology), Foreign Language (English, Russian, French, Chinese, German, Japanese, and Korean).
Therefore, the failing grade for the High School Graduation Exam 2025 is 1.0.
All papers and component exam subjects registered for graduation assessment must score above 1.0 on a scale of 10, and the graduation assessment score must be 5.0 or higher to be recognized as high school graduation.

What are the rules in the exam room for the High School Graduation Exam 2025 in Vietnam?
Under clauses 4, 5 of Article 21 of the High School Graduation Exam Regulation issued with Circular 24/2024/TT-BGDDT on the responsibilities of candidates in the exam room:
(1) Sit at the seat bearing their candidate number; present their ID card/Citizen ID card/Passport, candidate card upon request by the Invigilator or the person on duty at the Exam Place;
(2) For taking the paper, candidates may bring into the exam room items such as Writing pens; rulers; pencils; erasers; set squares; graph paper rulers; drawing tools; pocket calculators without text editing functions and memory cards.
Additionally, candidates taking the High School Graduation Exam 2025 are prohibited from bringing into the exam room/waiting room items such as carbon paper, correction pens, alcoholic beverages; weapons and explosive, flammable substances; documents, communication devices (information transceivers, recording, filming devices) or containing information for cheating during the exam process.
(3) Before taking the paper, candidates must fully complete their candidate number and personal information on the question paper, answer sheets, multiple-choice answer sheets, and rough paper. Upon receipt of the question paper, they must check the number of pages, the quality of the printed pages, and the exam code on each page to ensure consistency (for multiple-choice papers); if missing pages or defects are found such as tears, blurs, it must be reported immediately to the Invigilator, within 05 minutes from the start of the time allotted for paper;
(4) During the time in the exam room, ensure order; report to the Invigilator when someone copies or interferes with their work; do not talk, discuss, copy others' work, or allow others to copy; do not use materials illegally;
If candidates wish to voice a concern, they must raise their hand to ask permission from the Invigilator, and once permitted, they must present their views openly. Do not make marks or unique signs, do not write in pencil, except for filling boxes on the multiple-choice answer sheet; write using only one color of ink (blue or black);
(5) For written papers, candidates are only allowed to leave the exam room after 2/3 (two-thirds) of the time allotted for paper and must submit their paper, the question paper and scratch paper before leaving the exam room and area; for multiple-choice papers, candidates are not allowed to leave the exam room during the time allotted for paper and the time between two subjects of the elective exam; if a candidate absolutely must temporarily leave the exam room, the Invigilator must report to the exam room Supervisor for coordination; candidates leaving the exam room or area in case of emergency must be supervised by the police together with the exam room supervisor until the exam session ends as decided by the Head of the Exam Place;
(6) When the signal ends the time allotted for paper, candidates must stop immediately, and protect their work. Upon submission of essay papers, indicate clearly the number of submitted sheets and sign the exam collection form; even if no work is done, candidates must submit a sheet (for written papers), a multiple-choice answer sheet (for multiple-choice papers).
Additionally, for multiple-choice papers, aside from the above regulations, candidates must adhere to the following rules:
- Take the paper on the multiple-choice answer sheet pre-printed according to the Ministry of Education and Training's regulations; use only a black pencil for shading the candidate number, exam code box, and answer choices; if a mistake is made or the answer needs to be changed, erase the old shading cleanly and shade the chosen box;
- Accurately and fully fill in information in blank spaces at the top of the multiple-choice answer sheet, for the candidate number, record all and shade the entire number (including leading zeros); accurately fill the exam code into two exam collection forms;
- Check the exam content to ensure all questions and pages as recorded in the exam, and every page bears the same exam code;
- Do not submit the exam before the allowed time; at the end of the exam, submit the multiple-choice answer sheet to the Invigilator and sign both exam collection forms;
- May leave the room only after the Invigilator has counted all multiple-choice answer sheets for the entire room and permitted leaving;
- Candidates taking only the first subject in the elective exam: After submitting the multiple-choice answer sheet, must exit the room and proceed to the waiting room until the last subject session ends before leaving the examination area.
During the transition to the waiting room and while in the waiting room, maintain order and strictly adhere to the directions of the supervisor or waiting room area manager. When necessary, permission must be obtained from the waiting room manager to leave the room and must be supervised by the supervisor when outside the waiting room;
- Candidates only taking the second subject in the elective exam must be present at the candidate call location at least 10 minutes before taking the paper for preparation.
Upon any unusual incidents, strictly follow the guidance of the Invigilator and responsible personnel at the Exam Place.
What are the regulations on eligible candidates and eligibility requirements for taking the high school graduation exam from 2025 in Vietnam?
Under Article 19 of the Regulation on the high school graduation exam issued together with Circular 24/2024/TT-BGDDT (effective from February 8, 2025), the eligible candidates and eligibility requirements for taking the high school graduation exam from 2025 in Vietnam are stipulated as follows:
1. Eligible candidates include:
- Individuals who have completed the General Education/Continuing Education program in the year of the exam;
- Individuals who have completed the General Education/Continuing Education program but have not graduated in previous years;
- Individuals who already hold a High School Diploma but retake the exam to use the results for enrollment registration;
- Individuals who already hold a Post-secondary Diploma who retake the exam to use the results for enrollment registration.
2. Eligibility requirements for taking the exam
- Eligible candidates must register and submit all required documents on time;
- Candidates under point d, clause 1 of this Article must ensure they have studied and met the requirements for sufficient high school cultural knowledge volume as stipulated by the Education Law 2019 and current guidance documents from the Ministry of Education and Training.
