Is it necessary to notarize student records in Vietnam?

A student record is one of the indispensable documents in student enrollment applications when enrolling in universities for the academic year 2024-2025.

Currently, the law does not stipulate that student records must be notarized, which also means it is not mandatory. However, the records often include a certification section by the local authority where the household registration is located. According to Article 15 of Circular 01/2020/TT-BTP, a record declaration is eligible for signature authentication.

*Note: If there is a requirement for certification, the individual requesting certification is responsible for the entire content within the personal profile declaration. For sections not filled out in the personal profile declaration, a cross mark should be made before requesting certification.

Thus, student records are not required to be notarized. They should not be referred to as official but rather as certified student résumés.

8. Enrollment Confirmation:

- For candidates admitted under direct admission categories, from July 22, 2024, to 5:00 PM on July 31, 2024, candidates can confirm enrollment on the System (those who have confirmed enrollment will not be allowed to register for option, except for cases permitted by the head of the educational institution not to enroll). If undecided about enrollment, candidates can continue to register for option on the System or the National Public Service Portal like other candidates for educational institution evaluation. If admitted, candidates will confirm enrollment according to the common schedule;

- No later than 5:00 PM on August 27, 2024, all admitted candidates must complete online enrollment confirmation for the first round on the System.

9. From August 28, 2024, to December 2024, candidates wishing to apply for supplementary admission rounds of educational institution should follow the plan posted on the educational institution's admission information page (if educational institution conducts supplementary admissions). Admitted candidates who have confirmed enrollment are not eligible for supplementary admission unless permitted by the head of the educational institution not to enroll.*

10. Candidates submit admission documents to the educational institution (according to the instructions regarding time and place of the educational institution). Candidates applying for disciplines requiring talent tests, using talent test scores from other educational institutions for admissions, must contact the educational institution to register, attend the exams, or submit talent test scores.

Based on the above regulation, from August 28, 2024, to December 2024, candidates wishing to apply for supplementary admission rounds of universities should follow the admission proposals posted on the university's admission information page (if the university conducts supplementary admissions).

It can be seen that there are 5 days left until the supplementary university admission round starts. However, it is necessary to regularly check the university's information page to get the most accurate information about supplementary admissions.

Thus, the supplementary university admission period will end in December 2024.

How to handle candidates who do not confirm enrollment for university admissions in 2024 in Vietnam?

Based on Article 21 of the regulation issued with Circular 08/2022/TT-BGDDT concerning university enrollment confirmation for the academic year 2024-2025, the handling of candidates who do not confirm enrollment is as follows:

[1] If there is no justifiable reason, the candidate is considered to have declined admission, and the training institution has the right to refuse acceptance;

[2] If due to illness, accident, with certification from district-level hospitals or higher, or due to natural disasters with certification from the district-level Peoples' Committee or higher, the training institution will consider and decide on accepting the candidate or deferring the admission result for the candidate to enroll later;

[3] If due to errors, mistakes made by the admission officers or the candidate causing them, the training institution will proactively cooperate with related individuals and organizations to review the evidence and decide on accepting the candidate or deferring the admission result for the candidate to enroll later.

- The training institution sends the admission letter to the admitted candidates, specifying the necessary procedures for enrollment and the enrollment method for the candidate.

- Candidates confirm enrollment online on the system before enrolling at the training institution.

- Candidates who have confirmed enrollment at one training institution are not allowed to participate in admission at other places or in supplementary admission rounds unless permitted by the training institution.
