Currently, many people are curious about the issue of determining which grade a student born in 2008 is attending and how old they are. To answer these questions, the following regulations are applied:

Based on the provisions of Clause 1, Article 28 of the Law on Education 2019, the regulations are as follows:

Grade levels and ages of general education

1. The grade levels and ages of general education are regulated as follows:

a) Primary education is implemented over 5 academic years, from grade one to grade five. The age for entering grade one is 6 years old and is calculated based on the year;

b) Lower secondary education is implemented over 4 academic years, from grade six to grade nine. Students entering grade six must have completed the primary education program. The age for entering grade six is 11 years old and is calculated based on the year;

c) Upper secondary school education is implemented over 3 academic years, from grade ten to grade twelve. Students entering grade ten must have a lower secondary school graduation certificate. The age for entering grade ten is 15 years old and is calculated based on the year.

Additionally, based on Article 33 of the Regulations issued together with Circular 32/2020/TT-BGDDT, the provisions are as follows:

Age of students in secondary schools

1. The age for entering grade 6 is 11 years old. The age for entering grade 10 is 15 years old. For students who have skipped a grade in the previous grade level or entered school at an older age than the prescribed age, the age for entering grade 6 and grade 10 can be adjusted based on the age of the year of graduation from the previous grade level.

2. Ethnic minority students, disabled students, students with special difficulties, and students returning from abroad can enter a grade level at an age higher than the prescribed age limit by up to 3 years.

3. Students may not be held back more than 3 times in one grade level.

4. Students with good physical and intellectual development may enter school before the age or skip a grade within the grade level. The review for each specific case is carried out according to the following steps:

a) Parents or guardians submit a request to the school.

b) The principal establishes an evaluation and advisory council comprising school leaders and representatives of the school's parent committee; teachers of the current grade.

c) Based on the evaluation and advisory council's results, the principal reviews and makes a decision.

Based on the provisions of Article 4 of Decree 146/2018/ND-CP, amended by Article 1 Decree 75/2023/ND-CP:

Groups eligible for state-funded health insurance support

1. Persons from near-poor households according to the near-poor household standards for the period 2022-2025 as stipulated in Decree No. 07/2021/ND-CP and other documents issued by competent authorities amending, supplementing, or replacing the near-poor household standards applicable to each period.

2. Persons from multidimensionally poor households not stipulated under Point a, Clause 9, Article 3 of this Decree.

3. Students.

4. Persons from average living standard households engaged in agriculture, forestry, fishery, and salt production according to the average living standard household criteria for the period 2022-2025 as stipulated in Decree No. 07/2021/ND-CP and other documents issued by competent authorities amending, supplementing, or replacing the average living standard household criteria applicable to each period.

Thus, based on the aforementioned provisions, grade 11 students are eligible for state-funded health insurance support.

What is the health insurance contribution rate for grade 11 students in Vietnam?

Based on the provisions of Article 7 of Decree 146/2018/ND-CP:

1. The monthly health insurance contribution rates for various subjects are regulated as follows:

e) 4.5% of the statutory pay rate for other subjects;

Based on the provisions of Article 8 of Decree 146/2018/ND-CP:

Thus, the health insurance contribution rate for students is 4.5% of the statutory pay rate.

Based on Article 3 of Decree 73/2024/ND-CP, the statutory pay rate is 2,340,000 VND/month.

Simultaneously, students are eligible for a minimum of 30% health insurance contribution support.

The annual health insurance payment amount = 4.5% × 2,340,000 × 12 × up to 70%

Thus, the health insurance payment amount for grade 11 students for one year (12 months) is up to 884,520 VND.
