What is the salary coefficient for preschool teachers in 2024?

According to Article 8 of Circular 01/2021/TT-BGDDT of the Ministry of Education and Training of Vietnam, regulations on salary classification for preschool teachers are as follows:

Salary classification

1. Public employees appointed to preschool teacher's professional titles as prescribed in this Circular are applied with the corresponding salary schedules issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces. To be specific:

a) Preschool teacher Grade III, code V.07.02.26, is applied with the salary coefficient of public employees category A0, ranging from coefficient 2.10 to coefficient 4.89;

b) Preschool teacher Grade II, code V.07.02.25, is applied with the salary coefficient of public employees category A1, ranging from coefficient 2.34 to coefficient 4.98;

c) Preschool teacher Grade I, code V.07.02.24, is applied with the salary coefficient of public employees category A2, group A2.2, ranging from coefficient 4.0 to coefficient 6.38.

2. Salary classification upon appointment to professional titles is carried out in accordance with guidelines in clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, by the Ministry of Home Affairs guiding salary classification when upgrading, changing ranks, or changing categories for officials and public employees, and in accordance with current legal regulations. When a new salary policy is implemented, the conversion to a new salary must comply with regulations of the Government of Vietnam.

Thus, the salary coefficients for preschool teachers are currently determined as follows:

- Preschool teacher Grade I: 4.0 to 6.38;

- Preschool teacher Grade II: 2.34 to 4.98;

- Preschool teacher Grade III: 2.10 to 4.89.

The Government of Vietnam has recently issued Decree 73/2024/ND-CP prescribing the statutory pay rate and bonus policies.

Based on Article 3 of Decree 73/2024/ND-CP, it is regulated that from July 1, 2024, the statutory pay rate will be 2,340,000 VND/month. Therefore, the salary of preschool teachers who are public employees will increase.

The formula to calculate preschool teachers' salaries based on the statutory pay rate is as follows:

Salary = Statutory Pay Rate x Salary Coefficient

Thus, the salary of preschool teachers from July 1, 2024, will be as follows:

- For Preschool teacher Grade I:

Thus, from July 1, 2024, the applicable salary for preschool teachers who are public employees will range from 4,914,000 VND/month to 14,929,200 VND/month.

Note: The above salary does not include other allowances and benefits as per regulations.

How will preschool teachers' salaries who are not public employees change in 2024?

According to Article 90 of the 2019 Labor Code of Vietnam, the regulations are as follows:

Salaries

1. A salary is an amount the employer pays the employee under an agreement for a work performed by the latter. Salary equals (=) base salary plus (+) allowances and other additional amounts.

2. The base salary must not fall below the statutory minimum wages.

3. Employers shall pay salaries fairly without discrimination against genders of employees who perform equal works.

The wage will be determined based on the agreement between the teacher and the school. This agreement must comply with the minimum wage.

According to Article 91 of the 2019 Labor Code, the regulations on the minimum wage are as follows:

Statutory minimum wages

1. Statutory minimum wages are minimum wages of workers who do the simplest jobs in normal working conditions that are sufficient to support themselves and their families, and appropriate for socio-economic development.

2. Statutory minimum wages per month or per hour vary according to regions.

3. Statutory minimum wages shall be adjusted according to minimum living standards of workers and their families; the relation between statutory minimum wages and usual salaries; consumer price index, economy growth rate; labor supply and demand, productivity and financial capacity of enterprises.

4. The Government shall elaborate this Article; decide and announce the statutory minimum wages on the basis of proposals of National Salary Council.

Specifically, Clause 1, Article 3 of Decree 74/2024/ND-CP stipulates the monthly minimum wage and hourly minimum wage for workers employed by employers according to regions as follows:
