What are the regulations on the organization of early registration and admission in university admission in Vietnam?

Based on Article 18 of the University Admission Regulations, College Admission in Early Childhood Education issued with Circular 08/2022/TT-BGDDT regulating the organization of early registration and admission as follows:

- Training institutions plan for early admission for some admission methods, organizing for candidates to register for admission online or directly at the training institution.

- The training institution organizes admission for candidates who have completed the application procedures, but cannot require early confirmation of admission before the schedule according to the general plan. The training institution announces and uploads the list of candidates eligible for admission (except for high school graduation conditions) onto the system to process the applications together with other admission methods according to the general plan, completing before candidates register for admission on the system.

- Candidates who apply to training institutions according to the early admission plan then must continue to register their desires on the system according to the general plan of the Ministry of Education and Training.

+ If candidates have been notified by the training institution of eligibility for admission (except for high school graduation conditions) for a certain desire, they decide on the priority order of desires when registering on the system (depending on whether candidates want to be recognized for that desire or to expand the opportunity for other desires).

+ If not eligible for admission to a training program according to the desire, candidates can still continue to register for that training program through other admission methods on the system.

What are the regulations for announcing results and confirming admission in Vietnam?

Based on Article 21 of the University Admission Regulations, College Admission in Early Childhood Education issued with Circular 08/2022/TT-BGDDT, the regulations on announcing results and confirming admission are as follows:

- The training institution sends admission notices to admitted candidates, specifying necessary procedures for candidates when enrolling and the method of enrollment.

- Candidates confirm admission online on the system before enrolling at the training institution.

- For candidates who do not confirm admission within the prescribed time:

+ Without a legitimate reason, they are considered to have refused admission, and the training institution has the right not to accept them;

+ Due to illness, accident with a confirmation paper from a district-level hospital or higher, or due to natural disasters with confirmation from the district-level People's Committee or higher, the training institution considers and decides on accepting candidates for study or deferring admission results for later study;

+ Due to mistakes, misunderstandings by admission officers or candidates themselves, the training institution should cooperate with relevant individuals, organizations to consider evidence and decide on accepting candidates for study or deferring admission results for later study.

- Candidates who have confirmed admission at one training institution cannot apply for admission elsewhere or in additional admission rounds unless permitted by the training institution.

What are the basic principles in university admission in Vietnam?

Based on Article 4 of the University Admission Regulations, College Admission in Early Childhood Education issued with Circular 08/2022/TT-BGDDT, the principles for university admission are as follows:

- Fairness to candidates:

+ Regarding providing information: Each interested candidate is provided with complete, clear, reliable, consistent, and timely information to make suitable decisions and best prepare for admission;

+ Regarding admission opportunities: No candidate loses the opportunity for admission due to unrelated regulations on qualifications, abilities (except regulations from the Ministry of Public Security and the Ministry of National Defense specific to defense and security), or due to cumbersome, costly admission procedures;

+ Regarding capacity evaluation: Candidates must be objectively, fairly, and reliably assessed regarding academic ability and success potential, meeting the requirements of the program and training specialty;

+ Regarding admission opportunities: Candidates must be given the highest admission opportunity and the right to determine their priority desires among qualified programs and training specialties;

+ Regarding fulfilling commitments: The training institution must fulfill commitments to candidates; counsel, support, resolve complaints, and protect the legitimate rights of candidates in case of risks.

- Equality among training institutions:

+ Regarding cooperation: Training institutions equally cooperate to improve the quality and effectiveness of admission, bringing the best benefits to candidates;

+ Regarding competition: Training institutions fairly and genuinely compete in admissions according to the legal regulations on competition.

- Transparency to society:

+ Regarding information transparency: The training institution is responsible for publicly disclosing complete, clear, and timely admissions information through appropriate media for societal and state management agency supervision;

+ Regarding accountability: The training institution is responsible for reporting as required by state management agencies and explaining to society through appropriate forms about significant issues causing public concern.
