Candidates, eligibility requirements for taking the Exam
1. Candidates include:
a) Persons who have completed the upper secondary education program in the year of the exam;
b) Persons who have completed the upper secondary education program but have not graduated from upper secondary education or have taken the exam but have not graduated in previous years;
c) Persons who already have a high school diploma and take the exam for results as a basis for admission to full-time undergraduate programs;
d) Persons who hold a post-secondary diploma and take the exam for results as a basis for admission to full-time undergraduate programs.
2. Eligibility requirements for taking the Exam:
a) Candidates must register and submit all documents on time;
b) Persons specified at point d, clause 1 of this Article must ensure they have studied and met the requirements for the full amount of cultural knowledge th the upper secondary education level as prescribed by the Law on Education and current guidelines from the Ministry of Education and Training.
Thus, the age of candidates taking the High School Graduation Exam in 2025 will not be limited. Therefore, persons aged 22 in Vietnam are eligible to take the High School Graduation Exam in 2025 if they meet all the specified conditions.

What are the conditions for reserving high school graduation exam results in Vietnam?
According to Article 42 of the Regulations issued with the Draft Circular on the High School Graduation Exam Download, the conditions for reserving high school graduation exam results in Vietnam are specified as follows:
Reserve of Exam results
1. Candidates who have taken all required papers but have not graduated and have not been disciplined with the cancellation of results can reserve their exam results for graduation assessment in the immediately following year of exam. The papers eligible for reserve of exam results include:
a) Independent papers scoring 5.0 or higher;
b) Elective papers scoring 5.0 or higher;
2. Candidates not using reserved results must take all registered papers for high school graduation assessment as candidates without reserved results.
Thus, the conditions for reserving high school graduation exam results in Vietnam are:
- Independent papers scoring 5.0 or higher;
- Elective papers scoring 5.0 or higher;
What are the priority points in the high school graduation assessment in Vietnam?
According to Article 43 of the Regulations issued with the Draft Circular on the High School Graduation Exam Download, the priority points in the high school graduation assessment in Vietnam arre specified as follows:
Graduation recognition is assessed based on three categories: Category 1, Category 2, Category 3:
- Category 1 includes regular candidates who do not receive priority points; candidates in Categories 2 and 3 receive priority points.
- Category 2: An additional 0.25 points for candidates belonging to one of the following groups:
+ War invalids, sick soldiers, those enjoying policies like war invalids with a labor capacity reduction of less than 81% (for continuing education);
+ Children of war invalids, sick soldiers, Persons enjoying policies like war invalids with a labor capacity reduction of less than 81%; Heroes of the People's Armed Forces, Labor Heroes; Children of Vietnamese Heroic Mothers; Children of Heroes of the People's Armed Forces, Labor Heroes;
+ Ethnic minorities;
+ Kinh Persons, foreigners residing in Vietnam with a permanent residence for at least 3 years during upper secondary education in especially difficult communes, border communes, and safe zones under-investment according to Program 135 per Decision 135/QD-TTg of 1998 of the Prime Minister (calculated from the time these communes completed Program 135 and before); coastal, island communes in extremely difficult regions; communes in regions 1, 2, 3, or communes with especially difficult villages in ethnic minority and mountainous areas as stipulated by current regulations of the Prime Minister or Minister, Chairman of the Committee for Ethnic Affairs, studying at schools not located in central city districts;
+ Persons exposed to toxic chemicals; children of Persons exposed to toxic chemicals; children of resistance activists exposed to toxic chemicals; Persons recognized by competent authorities as deformed, disabled, or reduced in capacity for independence in daily life or work due to the effects of toxic chemicals;
+ Age of 35 and above, calculated up to the examination date (for continuing education candidates).
- Category 3: An additional 0.5 points for candidates in one of the following groups:
+ Ethnic minorities with a permanent residence for at least 3 years during upper secondary education in especially difficult communes, border communes, and safe zones under-investment according to Program 135 per Decision 135/QD-TTg of 1998 of the Prime Minister (calculated from when these communes complete Program 135 and before); coastal, island communes in extremely difficult regions; communes in regions I, II, III, or communes with especially difficult villages in ethnic minority and mountainous areas as regulated by current documents of the Prime Minister or Minister, Chairman of the Committee for Ethnic Affairs, studying at ethnic boarding schools or schools not in central city districts;
+ War invalids, sick soldiers, those enjoying policies like war invalids with labor capacity reduction of 81% or more (for continuing education);
+ Children of martyrs; children of war invalids, sick soldiers, Persons enjoying policies like war invalids with labor capacity reduction of 81% or more.
- Candidates with multiple preferential criteria can only enjoy the highest preferential standard.
- Other preferential categories already stipulated in current legal documents shall be considered and decided by the Minister of Education and Training.
