Pursuant to Clause 1, Article 27 of the Charter for lower secondary schools, upper secondary schools, and multi-level schools, as issued by the Ministry of Education and Training of Vietnam along with Circular 32/2020/TT-BGDDT, it is specified as follows:

Duties of Teachers

1. Perform duties in organizing teaching and educational activities according to the school's educational plan and the professional group's educational plan; manage students in educational activities organized by the school; participate in professional activities; be responsible for the quality and effectiveness of education.

2. Cultivate ethics, uphold a sense of responsibility, maintain the quality, honor, and prestige of teachers; set an example for students; love, treat fairly, and respect students' personalities; protect the legitimate rights and interests of students; unite and assist colleagues.

3. Study and train to improve health, political level, professional skills, innovate teaching methods, and education.

4. Participate in training and professional development courses.

5. Participate in the local lower secondary school education popularization.

6. Fulfill civic duties, comply with laws and education sector regulations, decisions of the principal; perform duties assigned by the principal, be subject to inspection and assessment by the principal and other education management levels.

7. Coordinate with the Young Pioneers, Ho Chi Minh Communist Youth Union, Vietnam Youth Union, students' families, and related social organizations to organize educational activities.

8. Implement other duties as prescribed by law.

Thus, lower secondary school homeroom teachers must be responsible for the quality of students and the effectiveness of education.

How many periods are reduced for lower secondary school homeroom teachers in Vietnam?

According to Article 8 of the Regulations on working policies for general education teachers issued together with Circular 28/2009/TT-BGDDT, supplemented by Clause 8, Article 1 of Circular 15/2017/TT-BGDDT, the regulations on period reduction for teachers concurrently performing professional tasks are specified as follows:

Policy to Reduce Teaching Periods for Teachers Concurrently Performing Professional Tasks

1. Homeroom teachers at the primary level are reduced by 3 periods/week, at the lower secondary school and high school levels by 4 periods/week.

2. Homeroom teachers at ethnic boarding schools at the middle and high school levels are reduced by 4 periods/week. Homeroom teachers at specialized schools, semi-boarding schools are reduced by 4 periods/week. Homeroom teachers at schools or classes for disabled, handicapped students are reduced by 3 periods/week.

2a. Homeroom teachers at pre-university schools are reduced by 3 periods/week.

3. Teachers in charge of subject rooms are reduced by 3 periods/subject/week.

4. Teachers concurrently responsible for school cultural and physical education activities, school garden, workshop, equipment room, library (if these tasks do not have specialized staff) are reduced by 2-3 periods/week depending on the workload, as decided by the principal.

5. Heads of subject groups are reduced by 3 periods/week.

5a. Deputy heads of professional groups are reduced by 1 period/week.

5b. Teachers concurrently heading functional departments at pre-university schools are reduced by 3 periods/week;

Teachers concurrently serving as deputy heads of functional departments at pre-university schools are reduced by 1 period/week

The period reduction policy for lower secondary school homeroom teachers is as follows:

- Homeroom teachers at the lower secondary school level are reduced by 4 periods/week.

Homeroom teachers at ethnic boarding lower secondary schools are reduced by 4 periods/week.

Homeroom teachers at semi-boarding schools are reduced by 4 periods/week.

Homeroom teachers at schools or classes for disabled, handicapped students are reduced by 3 periods/week.

Vietnam: Do lower secondary school homeroom teachers have the right to join other classes?

According to Article 29 of the Charter for lower secondary schools, upper secondary schools, and multi-level schools, issued by the Ministry of Education and Training of Vietnam along with Circular 32/2020/TT-BGDDT, the specific rights of secondary school teachers are as follows:

  1. Teachers performing homeroom duties, in addition to the rights stipulated in Clause 1 of this Article, have the following rights:

a) Have the right to join other classes or other educational activities of the students they are responsible for.

b) Participate in reward and disciplinary council meetings when considering matters related to the students of their class.

c) Attend training courses, specialized conferences on homeroom tasks.

d) Allow individual students with legitimate reasons to take leave for no more than 03 continuous days.

e) Reduced teaching periods as prescribed.

Thus, lower secondary school homeroom teachers have the right to join other classes of the students they are responsible for.
