In form 02A (self-assessment report for individuals not holding leadership or managerial positions) and form 02B (self-assessment report for individuals holding leadership or managerial positions) issued under Guidance 25-HD/BTCTW 2023 for writing the section on clarifying personal responsibility for collective limitations (if any), the following steps can be referred to:

(1) Identify the limitations and shortcomings of the collective

(2) Analyze the individual's role and responsibility

- Clearly identify the role and contributions of the individual in each issue faced by the collective.

- For each limitation or shortcoming, clarify the individual's responsibility, including any actions or omissions that may have contributed to the problem.

(3) Propose improvement measures

- Suggest solutions to overcome the limitations and shortcomings of the collective that the individual can contribute to.

- Commit to taking specific actions to improve the collective situation.

(4) Demonstrate a sense of responsibility

Clearly exhibit a forward-looking attitude, committing to contribute more positively to help the collective develop and improve.

(5) Specific examples

Example 1: Limitations in teamwork coordination and mutual support

Collective shortcoming: Over the past year, the collective has not performed well in coordinating and supporting between individuals, leading to certain tasks not meeting the required progress and quality.

personal responsibility: As a member of the group, I have not proactively proposed information exchange meetings or assisted colleagues when facing difficulties. I have also lacked tight coordination in sharing documents and knowledge related to the common work.

Improvement measures: I commit to being more proactive in proposing the organization of regular internal meetings to exchange information, promptly support colleagues when facing difficulties, and share important documents for everyone to refer to.

Sense of responsibility: I fully acknowledge my responsibility for this shortcoming and commit to making efforts to help the collective work more effectively.

Example 2: Inefficiency in executing plans

The collective has not achieved certain targets in the work plan for the year due to difficulties in execution and keeping up with the schedule.

In my role as the person primarily responsible for certain work areas, I have not prepared detailed plans nor regularly monitored work progress. Thus, when problems arose, I did not promptly adjust and propose suitable solutions, affecting the collective's overall targets. Therefore, I will draw up more detailed plans for each work phase and regularly update progress with colleagues to make adjustments promptly. I will also report regularly to promptly address issues when they arise.

I sincerely apologize and take responsibility for my shortcomings. In the future, I am committed to managing work better to ensure meeting the collective's targets.

Example 3: Limitations in enhancing the collective's professional skills

The collective has not been very effective in self-learning and enhancing professional skills, affecting work quality.

In my role as the head of the professional group, I have not created many opportunities for group members to participate in training courses or exchange experiences. I also have not focused on promoting self-learning initiatives within the group. I will cooperate with colleagues to develop a monthly study plan, encourage everyone to attend short courses, and organize weekly knowledge-sharing sessions. I will exert myself in learning to set an example for others to follow.

I take responsibility for not fulfilling the task of enhancing the collective's skills and commit to making greater efforts to organize more effective learning activities.

Example 4: Lack of initiative in building solidarity

At times, the collective has not fully promoted the spirit of solidarity, with minor conflicts arising during work.

I have not fulfilled my responsibility to promote solidarity, and have not proactively connected colleagues within the unit, leading to a lack of mutual understanding at work. Therefore, I will take the initiative to organize more group interactions, exchange ideas to better understand each other, and strengthen communication, encouraging everyone to express opinions to promptly resolve conflicts.

Aware of my shortcomings, I commit to better fulfill my responsibility to build solidarity within the collective, creating a harmonious and positive work environment.

Based on Subsection 1, Section 1, Part B, Regulations on membership fee Policies issued with Decision 342-QD/TW 2010 stipulating the subjects and monthly membership fee contributions of party members as follows:

Monthly income of party members for the purpose of calculating membership fees includes: salary, some allowances; wages; living expenses; other income. members of Communist Party of Vietnam who can determine regular income pay membership fees according to the percentage (%) of their monthly income (not yet deducted by personal income tax); party members who cannot determine income are specified a fixed monthly contribution for each type of subject.

1- members of Communist Party of Vietnam in administrative agencies, political organizations, socio-political organizations, armed forces units: pay monthly membership fees equal to 1% of salary, allowances; wages; living expenses.

According to Clause 2, Article 8 of Regulation 124-QD/TW 2023 stipulating the responsibility and authority in self-assessment for individuals as follows:

+ Promote the spirit of self-criticism and criticism, emphasize responsibility, and set an example in self-assessment.

+ Make genuine, straightforward, objective assessments of content as regulated.

- The immediate superior committee is responsible for directing, monitoring, guiding, inspecting, supervising, and appraising the self-assessment results of subordinates according to the cadre management hierarchy; promptly suggest self-assessment for organizations, individuals.
