On June 12, 2024, the Prime Minister issued Decision 500/QD-TTg on the Central Emulation - Commendation Council in Vietnam.

The council consists of the Chairman, Vice Chairmen, and Members of the Council.
* The Chairman of the Council is the Prime Minister.
* The Vice Chairmen include:
- The Vice President of the State is the first Vice Chairman of the Council.
- The Minister of Home Affairs is the permanent Vice Chairman of the Council.
- The Chairman of the Central Committee of the Vietnam Fatherland Front is a Vice Chairman of the Council.
- The Chairman of the Vietnam General Confederation of Labor is a Vice Chairman of the Council.
* The Members of the Council include:
- The Minister, Chief of the Government Office.
- The Chief of the State President's Office.
- Members of the Standing Committee of the National Assembly.
- The Minister of Labor - Invalids and Social Affairs.
- Representatives from the Ministry of Public Security.
- Representatives from the Ministry of National Defense.
- Representatives from the Central Organizing Committee.
- Representatives from the Central Mass Mobilization Committee.
- Representatives from the Central Propaganda Committee.
- The Chairwoman of the Vietnam Women's Union.
- The Chairman of the Vietnam Farmers' Association.
- The Chairman of the Vietnam Veterans' Association.
- The First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union.
- The Head of the Central Emulation - Commendation Committee is a standing member of the Council.
* The standing members of the Council include: the Chairman, Vice Chairmen, and standing members of the Council.
* The Ministry of Home Affairs is the permanent agency of the Council.
The Central Emulation - Commendation Council has the following tasks and powers:
- Coordinate between Party agencies, State agencies, the Central Committee of the Vietnam Fatherland Front, central agencies of political and social organizations, and localities in advising and proposing policies on organizing emulation movements and commendation work nationwide.
- Periodically evaluate the emulation movement and commendation work; propose policies and measures to promote the patriotic emulation movement; advise on summarizing the emulation and commendation work; propose amendments and supplements to the regulations and policies on emulation and commendation; and inspect the emulation and commendation work.
- Guide the organization and evaluation of emulation activities of clusters and blocks organized by the Council.
- Consider and vote on honorary titles of the state, such as "Heroic Province," "Heroic City," "Hero of the People's Armed Forces," and "Labor Hero" according to the regulations of the Law on Emulation and Commendation, for consultation and decision-making by competent authorities.
The standing Council has the following duties and powers:
- Develop the working plan and program of the Council.
- Discuss and announce the conclusions of the Council's sessions on the draft programs and work content.
- Handle urgent issues that require the opinions of the collective and cannot wait for the Council's sessions or urgent Council meetings, then report to the Council at the nearest session.
- Approve draft documents to implement the work policies and conclusions of the Chairman of the Council.
- Consider and vote on the awarding of the title "National Exemplary Fighter" to individuals; consider and vote on the awarding of the title "Flag of Emulation by the Government" to organizations as stipulated in Article 25, Clause 2 of the Law on Emulation and Commendation.
The members of the standing Council are responsible for attending all meetings of the standing Council as stipulated. In cases of absence, they must report to the Chairman of the Council or the first Vice Chairman of the Council.
