Necessary understandings on the independence, sovereignty, unity, and territorial integrity of the Fatherland; conspiracies and tricks for counter-destructive activities of hostile forces; defense and security tasks in each period; civil defense; responsibility of citizens for the cause of building and defending the socialist Vietnamese Fatherland.

- Through reporters, propagandists, and mass media.
- Through community activities, activities of the Vietnam Fatherland Front, mass organizations, cultural and artistic activities, physical training, sports, activities of grassroots cultural institutions, and traditional forms of cultural activities.
- Integrate into the calls for citizens to enlist in the army, anniversaries, and traditional days.
- Through the activities of agencies and organizations managing tangible and intangible cultural heritage, nature reserves, memorials, martyrs' cemeteries, traditional houses, museums, cultural palaces, youth and youth sports, defense and security sports clubs
- Other forms suitable to the actual situation of each locality and population community.

- Disseminate national defense and security knowledge to people in border areas, islands, mountainous, deep-lying, and remote areas in accordance with Articles 19 and 20 of this Law and ensure the following requirements: This:
+ Associated with the task of protecting sovereignty and territorial integrity, maintaining security, social order, and safety, building a border of peace and friendship, fighting against crime in border areas, and islands;
+ Based on specific conditions, organize the dissemination of defense and security knowledge to people with active roles and influences, among them ethnic minorities, ship and boat owners operating long-term at sea, householders, and workers in border and island areas.
- The State encourages organizations and individuals to volunteer to disseminate national defense and security knowledge as prescribed by law to people in border areas, islands, mountainous, deep-lying, and remote areas; provide educational materials for national defense and security for ethnic minorities.
- People's Committees at all levels shall direct military agencies of the same level to assume the prime responsibility for, and coordinate with border guards, the navy, the coast guard, and local police in disseminating defense and security knowledge for people in border areas, islands, mountainous, deep-lying, and remote areas.

- Managers of enterprises outside the state sector who are not subject to training in defense and security knowledge, employees in enterprises, and non-business units are entitled to disseminate national defense and security knowledge according to the provisions of Articles 19 and 20 of the Law on National Defense and Security Education 2013.
- Managers of enterprises and non-business units shall coordinate with competent state agencies and trade unions in organizing the dissemination of defense and security knowledge to employees.
- Provincial-level People's Committees shall direct military agencies, public security agencies, and law dissemination and education councils of the same level to coordinate in organizing the dissemination of defense and security knowledge to the subjects specified in Clause 1 of this Article 22 of the Law on National Defense and Security Education 2013.
