Regarding this matter, LawNet would like to answer as follows: 

Standards for consideration of awarding or posthumously awarding the "Diploma of Merit of the Minister of Justice" in Vietnam

Specifically, Article 6 of Circular 11/2023/TT-BTP stipulates the standards for consideration of awarding or posthumously awarding the "Diploma of Merit of the Minister of Justice" in Vietnam as follows:

(1) The "Diploma of Merit of the Minister of Justice" is awarded or presented to individuals who are officials, civil servants, employees of the Ministry of Justice; officials, employees of local civil enforcement agencies; officials, employees of the Department of Justice, the Office of Justice, individuals who are Justice officials at the commune level; individuals belonging to the legal organization of the Ministry, agencies under the Ministry, specialized agencies under the Government, professional agencies under the People's Committee of provinces and centrally-run cities; individuals specifically identified in the Plan to launch the emulation movement according to the topic and individuals who have performed tasks related to the fields of work of the justice sector, setting a good example in complying with the Party's guidelines, state policies, and laws and meeting one of the following criteria:

- Having excellent achievements evaluated in regular annual competitions, competitions according to topics launched by the Ministry, the justice sector.

- Having made numerous outstanding achievements or sudden breakthrough achievements with an impact in one of the areas within the jurisdiction of the Ministry, the justice sector.

- Contributing to socio-economic development, applying scientific and technological advances, social work, and humanitarian activities.

- Having been awarded the "Basic Competitor" title twice consecutively or having been continuously recognized for excellent completion of tasks for more than 02 years, during which they have had 02 recognized and effectively applied initiatives within the scope of the organization's consultation, evaluation by the Innovation Council established by the head of the agency or unit, or having conducted 02 scientific topics, scientific projects, and scientific and technological works that have been accepted and effectively applied within the scope of the organization.

(2) The "Diploma of Merit of the Minister of Justice" is awarded or presented to entrepreneurs, intellectuals, and scientists who comply with the Party's guidelines, state policies, and laws and meet one of the standards specified in (1) or have made contributions to the development of the Ministry, the justice sector as recognized by the Ministry of Justice.

(3) The "Diploma of Merit of the Minister of Justice" is awarded to collectives that are units under the Ministry of Justice; Civil Enforcement Bureau; Civil Enforcement Sub-Department; collective at the department level and equivalent units under the Ministry of Justice, Civil Enforcement Bureau; collective at the Department of Justice, Office of Justice, collective at the department level and equivalent units under the Department of Justice; legal organization of the Ministry, agencies under the Ministry, specialized agencies under the Government, professional agencies under the provincial People's Committee; collective specifically identified in the Plan to launch the emulation movement according to the topic and the collective that has performed tasks related to the fields of work of the justice sector, setting a good example in complying with the Party's guidelines, state policies, and laws, internal unity and meeting one of the following criteria:

- Having excellent achievements evaluated in regular annual competitions, competitions according to topics launched by the Ministry, the justice sector.

- Having made outstanding, sudden achievements with an impact in each area within the jurisdiction of the Ministry, the justice sector.

- Contributing to socio-economic development, applying scientific and technological advances, social work, and humanitarian activities.

- Having been recognized for excellent completion of tasks for 02 consecutive years or having achieved the title of "Outstanding Labor Collective," effectively implementing democracy at the grassroots level, organizing well the emulation movements, taking care of the material and spiritual life within the collective, practicing thrift, combating waste, preventing corruption and negative behaviors.

(4) The "Diploma of Merit of the Minister of Justice" is awarded to businesses and other economic organizations that comply with the Party's guidelines, state policies, and laws and meet one of the standards specified in (3) or have made contributions to the development of the Ministry or the justice sector recognized by the Ministry of Justice.
