Regulations on the number of personnel of District Medical Centers in Vietnam

On November 15, 2024, the Minister of Health of Vietnam issued Circular 32/2024/TT-BYT providing guidance on the functions, tasks, powers, and organizational structure of District Medical Centers of district-level, district, district-level town, provincial-level city, and central city affiliated cities.

Regulations on the number of personnel of District Medical Centers in Vietnam

- The number of employees at the District Health Center is determined based on job positions in accordance with the functions, tasks, and operational scope of the organizations belonging to the Center as stipulated in Article 5 of Circular 32/2024/TT-BYT, which is assigned or approved by the competent authority.

- Based on functions, tasks, organizational structure, and job position listing, the District Health Center develops a job position scheme, determines the structure of public employees according to professional titles, and submits it to the competent authority for approval; annually, it develops a work plan outlining the number of employees and reports it to the competent authority for consideration and decision in accordance with the law.

Organizational structure of the District Medical Centers in Vietnam

- The leadership of the District Health Center includes the Director and Deputy Directors.

The appointment, reappointment, transfer, rotation, dismissal, and resignation for the positions of Director and Deputy Directors of the District Health Center are carried out in accordance with the law and the decentralization of the Chairman of the Provincial People's Committee.

- The functional divisions of the District Health Center:

+ Organization - Administration Division;

+ Planning - Professional Division;

+ Communication and Health Education Division;

+ Nursing Division;

+ Finance - Accounting Division.

- Specialized Departments of the District Health Center:

+ Department of Disease Control and HIV/AIDS;

+ Public Health Department;

+ Food Safety Department;

+ Population and Development Department;

+ Reproductive Health Care and Obstetrics Department;

+ General Consultation/Clinic Department;

+ Emergency - Intensive Care and Antitoxicology Department;

+ Internal Medicine Department;

+ Surgery Department;

+ Anesthesia and Resuscitation Department;

+ Pediatrics Department;

+ Traditional Medicine and Rehabilitation Department;

+ Infectious Diseases Department;

+ Infection Control Department;

+ Laboratory Department;

+ Diagnostic Imaging Department;

+ Dental - Oral, Eye, Ear, Nose, Throat Department;

+ Pharmacy - Medical Supplies and Equipment Department;

+ Nutrition Department;

+ Substance Abuse Counseling and Treatment Department.

- Organizations under the District Health Center:

+ Commune, ward, commune-level town Health Stations;

+ Other organizations belonging to the District Health Center (if any): functions, tasks are stipulated by competent authority based on the needs, actual conditions in the local area, and in accordance with the law.

- Based on the nature, characteristics, and actual needs of each locality, the competent authority decides:

+ The establishment, reorganization of functional divisions, specialized departments, commune health stations, and other organizations under the District Health Center suitable to the nature of work, ensuring criteria and conditions as stipulated by law;

+ Specifies the specific duties of the functional divisions, specialized departments, commune health stations, wards, commune-level towns, and other organizations under the District Health Center as stipulated by law and the assignment and decentralization of the locality.

- The arrangement of inpatient beds at the District Health Center to meet and suit the actual needs is considered and decided upon by the competent authority based on the proposal and advice from the District Health Center, ensuring the conditions as stipulated by law.
