Regulations on conduct on social networks of officials of the People's Procuracy in Vietnam (Internet image)
Regarding this issue, LawNet would like to answer as follows:
On December 26, 2023, the Supreme People's Procuracy of Vietnam issued Decision 457/QD-VKSTC regulating conduct and culture of public service in the People's Procuracy.
Specifically, when operating on the Internet or social networks, officers and civil servants of the People's Procuracy need to behave as follows:
(1) Register an account on the Internet or social network
- Do not impersonate other organizations or individuals; Do not use names, images, badges of the industry or units in the People's Procuracy as avatars, personal accounts, login names, or passwords; Do not provide or disclose personal information related to the unit when registering an Internet or social network account; Do not use offensive or unethical words or images as account names or avatars for Internet or social network accounts;
- When discovering that a personal account has lost control, been tampered with, or been taken advantage of to commit acts that negatively affect national security, social order, and safety, and the legitimate rights and interests of agencies, organizations, and individuals, officials, civil servants, public employees, and workers must promptly notify service providers and report to unit leaders and authorities;
- Do not give, lend, sell, or mortgage the personal account; do not borrow, rent, buy, mortgage, or appropriate accounts of other individuals or organizations to commit acts against the law.
(2) Using Internet and social networking accounts
- Do not post, store, comment, distribute, or share information, documents, or images with untrue, unverified content, contrary to the Party's guidelines and policies, State policies, laws, and industry regulations;
- Ensure the preservation of the purity of the Vietnamese language; Do not use language that is offensive, hateful, incites violence, or discriminates against race, region, gender, or religion; Do not promote or support deviant and uncultured trends. Comment properly, culturally, and responsibly on issues of public concern;
- When discovering conflicting opinions, information, or violations of the law related to functions, tasks, powers, areas, and fields of management, they must report to leadership for timely handling.
- Do not use industry costumes or images when participating in social networks for personal purposes.
- Strictly implement regulations on cadres and party members establishing and using personal websites on the Internet and social networks according to the provisions of the law and the sector.
Purpose of the Regulations on conduct and public service culture in the People's Procuracy: - Enhance public service culture, contributing to the formation of standard behavior and working practices; ensure professionalism, responsibility, dynamism, transparency, and efficiency in performing tasks and public duties, meeting the requirements of serving the People and society. - Strengthen discipline in performing tasks and public duties; promote the responsibility of heads of agencies and units in implementing a public service culture; raise awareness of responsibility in preventing and combating corruption, waste, and other negative manifestations. - Be the basis for monitoring and evaluating the ethics and behavior of officials, civil servants, public employees, and workers; is one of the bases for agencies, units, and competent persons to consider and decide on the assessment and classification of the quality of civil servants, public employees, and workers, and to reward and discipline according to the provisions of law and the People's Procuracy. - Contribute to building a good image of cadres, civil servants, public employees, and workers in the People's Procuracy sector; build a civilized, professional, and modern public service environment; and improve the effectiveness and efficiency of the People's Procuracy. |
