Regarding this matter, LawNet would like to answer as follows:
The procedures for consideration for awarding the Diploma of Merit by the Minister of Culture, Sports, and Tourism are regulated in Decision 988/QD-BVHTTDL of 2024 as follows:
* The application includes:
(1) Documents of request for commendation (using Form 01 Appendix 01 issued with Decree 98/2023/ND-CP dated December 31, 2023 by the Government);
(2) Achievement report of the individuals considered for commendation, confirmed by the commendation authority (depending on each case, using Forms 02, 03, 07, 09, and 10 in Appendix 01 issued with Decree 98/2023/ND-CP dated December 31, 2023 by the Government);
(3) Minutes of the commendation assessment by the Council of Emulation and Commendation
- In the case of individuals or groups considered for the Diploma of Merit by the Minister for extraordinary achievements or outstanding achievements with an impact within the scope of management of the Culture, Sports, and Tourism sector, certification or confirmation from the competent agency or organization regarding the achievements for consideration must be provided.
- Number of sets of application: 01 set
- Submission method: Submit directly, by post, or online (e-application) to the Ministry of Culture, Sports, and Tourism (through the Department of Organization and Personnel).
- The Department of Culture, Sports, and Tourism/Department of Culture and Sports/Department of Tourism; other agencies, organizations, and businesses with individuals or groups within their management scope recommended for the Diploma of Merit by the Minister of Culture, Sports, and Tourism are responsible for organizing the assessment and preparing the application for the commendation (referred to as the Diploma of Merit).
- The application for consideration for awarding the Diploma of Merit by the Minister is sent directly, by post, or online (electronic documentation) to the Ministry of Culture, Sports, and Tourism (through the Department of Organization and Personnel).
- The Department of Organization and Personnel shall assess the commendation application and submit it to the authorized level within 25 working days from the date of receiving the complete application as specified (except for irregular commendations ). In the event of an incomplete application, within 05 working days, the Department of Organization and Personnel shall notify the agency or unit to complete the application.
(1) The Diploma of Merit by the Minister is awarded to exemplary individuals who have performed well in implementing the Party's guidelines, state policies, and laws, meeting one of the following criteria:
- Individuals who have achieved outstanding results in international cultural, family, physical education, sports, and tourism competitions, exhibitions, or have achieved outstanding and exemplary results in specialized emulation organized by the Ministry;
- Individuals outside the Culture, Sports, and Tourism sector who have made outstanding contributions to the construction and development of culture, sports, and tourism.
(2) The Diploma of Merit by the Minister is awarded to groups that meet one of the following criteria:
- Departments of Culture, Sports, and Tourism, Departments of Culture and Sports, Tourism Departments of provinces, centrally-run cities that meet the standards prescribed in point a, Clause 3, Article 74 of the Law on Emulation and Commendation 2022 and are awarded annually at the end of the working year by the Ministry;
- Groups that have achieved outstanding results in international cultural, family, physical education, sports, and tourism competitions, or have achieved results that serve as examples within the Ministry or the sector, or have achieved outstanding and exemplary results in specialized emulation organized by the Ministry;
- Groups outside the Culture, Sports, and Tourism sector that have made significant contributions to the construction and development of culture, sports, and tourism.
(3) Other cases decided by the Minister.
