* Application for appraising topsoil use plans for projects with dedicated rice cultivation land areas in Vietnam:
- Application for appraising the topsoil use plan according to the form in Appendix VII issued with Decree 112/2024/ND-CP;
- Topsoil use plan according to the form in Appendix VIII issued with Decree 112/2024/ND-CP;
- Diagram describing the location for using the topsoil volume after stripping.
* Procedure for appraising topsoil use plans for projects with dedicated rice cultivation land areas:
- Step 1: Submit dossier
The individual or organization assigned or leased land by the state, who needs to build a project on land converted from dedicated rice cultivation land to non-agricultural land, submits the dossier directly or via postal services or electronically to the Provincial People's Committee.
- Step 2: Responding to the completeness of the dossier components
+ In case of direct submission: The Provincial People's Committee reviews, checks, and immediately responds on the validity of the dossier;
+ In case of submission via postal services: Within 03 working days from the date of receiving the dossier, the Provincial People's Committee reviews, checks, and responds on the validity of the dossier;
+ In case of electronic submission: Within 01 working day from the date of receiving the dossier, the Provincial People's Committee reviews, checks, and responds on the validity of the dossier.
- Step 3: Appraisal of the topsoil use plan:
Within 15 days from the date of receiving a valid dossier, the Provincial People's Committee organizes the appraisal of the topsoil use plan.
- Within 05 days from the date of the appraisal result, the Provincial People's Committee issues a document approving the topsoil use plan according to the form in Appendix IX or a document not approving according to the form in Appendix X issued with Decree 112/2024/ND-CP; and sends it to the individual or organization assigned or leased land by the state.
* Application for appraising topsoil use plans for projects with dedicated rice cultivation land areas in Vietnam:
- Application for appraising the topsoil use plan according to the form in Appendix VII issued with Decree 112/2024/ND-CP;
- topsoil use plan according to the form in Appendix VIII issued with Decree 112/2024/ND-CP;

- Within 05 days from the date of the appraisal result, the District People's Committee issues a document approving the topsoil use plan according to the form in Appendix IX or a document not approving according to the form in Appendix X issued with Decree 112/2024/ND-CP and sends it to the individual or organization assigned or leased land by the state.
