Procedure for Disciplinary Action Against Communist Party Members Under the Politburo

The process for reviewing and disciplining Communist Party members under the management of the Politburo, Secretariat or Central Committee members is prescribed in 03 steps.

Step 1: Preparation Step

Based on the inspection results of the Committee on the violations of the Communist Party member, the inspection team advises the Standing Committee to issue a plan for review and disciplinary actions; assigning tasks to the members.

Step 2: Implementation Step

- The inspection team conducts the inspection conclusion, the review and disciplinary action plan; agrees on the working schedule; requests the violating Communist Party member to prepare a self-criticism report based on the concluded content.- The inspection team reviews the self-criticism report, discusses with the violating Communist Party member the contents that need to be added if any.- Related Communist Party organizations hold a meeting to announce the inspection conclusion, the violating Communist Party member presents the self-criticism report, voluntarily acknowledges the disciplinary form; the meeting discusses and votes on the proposed disciplinary form.- The inspection team continues to investigate and verify unclear issues if necessary; prepares a report proposing disciplinary actions.- The inspection team finalizes the report proposing disciplinary actions to report to the Deputy Chairman who directs the inspection team before submitting it to the Committee.- If the violation is under the disciplinary authority of the Committee, a representative of the Committee hears the violating Communist Party member's presentation before submitting it to the Committee.

Step 3: Conclusion Step

- The inspection committee reviews the conclusion.- The inspection team cooperates with the General Affairs Department to finalize the Committee's disciplinary decision or report proposing the competent authority to implement the Committee's disciplinary actions, reports to the Deputy Chairman who directs the inspection team before submitting it to the Standing Committee for signing and promulgation.- A representative of the Committee and the inspection team announce the disciplinary decision.- The inspection team holds a review meeting to agree on comments and evaluations of the strengths and weaknesses of each member, reports to the Deputy Chairman who directs the inspection team for signing and sending to the heads of units with members participating in the inspection team; prepares and stores records.- The Committee members directly in charge of the locality and department urge and supervise the implementation of the Committee's conclusions and decisions.

Decision 684-QD/UBKTTW is effective from the date of signing and promulgation.
