The following are the policies for support and refresher for forces participating in the protection of security and order at the grassroots level in Vietnam.

According to Article 23 of the Law on Forces Participating in the Protection of Security and Order at the Grassroots Level 2023 the policies for support and refresher for forces participating in the protection of security and order at the grassroots level in Vietnam are as follows:
- Participants in the security and order protection force at the grassroots level are entitled to a regular monthly support allowance, voluntary social insurance premium support, and health insurance premium support at levels determined by the Provincial People's Council.
- Participants in the security and order protection force at the grassroots level are entitled to support and allowances when assigned to training, performing duties as designated by competent authorities, or when mobilized for duties. The support and allowance levels are as follows:
+ When assigned to training, they are entitled to an allowance equivalent to the basic meal allowance of People's Public Security conscripts;
+ When performing duties from 10 PM of the previous day to 6 AM of the following day, on weekends, holidays, performing heavy, hazardous, dangerous tasks, or especially heavy, hazardous, dangerous tasks as regulated by labor law, they are entitled to allowances determined by the Provincial People's Council;
+ When performing duties in border, island, mountainous areas, areas with exceptionally difficult socio-economic conditions, areas with ethnic minorities, or at commune-level administrative units focused on defense, they are entitled to daily labor allowance increases determined by the Provincial People's Council;
+ When mobilized or assigned duties outside their area of responsibility, they are entitled to travel support, meal, and accommodation support during the task period by the mobilizing or assigning agency.
According to Article 13 of the Law on Forces Participating in the Protection of Security and Order at the Grassroots Level 2023, Vietnamese citizens who meet the following standards and conditions may be considered for participation in the security and order protection force at the grassroots level:
- From 18 years old to 70 years old; if over 70 years old but in good health, the Chairman of the Commune People's Committee may review and decide based on the recommendation of the Commune Police;
- Have a clear background; good moral qualities; personally and their family adhere well to the policies of the Communist Party, policies, and laws of the State ; not currently under criminal investigation, serving criminal sentences in a commune, ward, commune-level town, serving judicial measures, or administrative measures. If having served the court's sentence, the criminal record must be cleared; if having served administrative measures, the period during which they are not considered as having been subjected to administrative measures must have ended as per the law;
- Have a graduation certificate or have completed secondary education or higher. In border, island, mountainous areas, areas with exceptionally difficult socio-economic conditions, areas with ethnic minorities, selection may be made of those who have completed primary education;
- Have been residing or temporarily residing for 1 year or more and regularly living in the locality where the application for participation in the security and order protection force at the grassroots level is submitted. For the cases stipulated in Clause 3, Article 15 of the Law on Forces Participating in the Protection of Security and Order at the Grassroots Level 2023, they must be residing or temporarily residing in the locality where they apply to participate in the security and order protection force at the grassroots level;
- Have sufficient health as certified by a legally established and operating medical examination and treatment facility.
