1. General provisions on urban green tree planting and tending in Vietnam

The general provisions on urban green tree planting and tending in Vietnam according to Article 11 Decree 64/2010/ND-CP are as follows:

- Planting urban greenery must comply with the urban planning approved by competent authorities.

- Planting urban greenery must ensure correct technical processes, proper type, tree standards, and safety; newly planted trees must be protected, properly staked, upright, ensuring good growth and development.

- Trees must be periodically cared for, inspected, and assessed for their growth condition to adopt measures for monitoring, protection, and promptly addressing impacts affecting their development.

- The care and pruning of trees must adhere to technical processes while ensuring safety for people, vehicles, and structures.

2. Principles of management of urban green trees in Vietnam

The principles of management of urban green trees in Vietnam according to Article 3 Decree 64/2010/ND-CP are as follows:

- The Government of Vietnam has unified management of urban greenery, with specific responsibilities delegated according to legal regulations.

- The state is responsible for investing in and developing greenery for public urban use to serve community interests.

- The state encourages and facilitates organizations and individuals to participate in planning; planting, caring for, nurturing, protecting, and managing urban greenery.

- Management and development of urban greenery must adhere to urban planning, technical standards, and contribute to landscaping, environmental protection, and biodiversity.

- In implementing new urban area development, investors must ensure green space reserves; the types of greenery planted must conform to the planning standards of new urban areas approved and be responsible for caring for and protecting the greenery until handed over to the provincial People's Committee management agency.

- When constructing new urban roads, greenery must be planted in synchrony with the construction of technical infrastructure. When renovating or upgrading urban roads, technical pipeline projects, or when burying overhead lines, cables in urban areas affecting the protection, cutting, moving, or planting of new greenery, the investor must notify the local greenery management agency for monitoring implementation. The cutting or moving of urban greenery must comply with Article 14 Decree 64/2010/ND-CP.

3. Content of urban green tree planning in Vietnam

The content of urban green tree planning in Vietnam according to Article 9 Decree 64/2010/ND-CP is as follows:

- Urban greenery planning is a component of urban planning.

- In general urban planning, it must identify: green land indicators, total green land area for the entire city, each urban zone (new zones, old zones, renovated areas, and projected development areas), nursery development areas, and the scope of urban green land use.

- In urban sub-area planning, it must specifically identify: location, scale, nature, function, and scope of urban green land use; principles for selecting types of plants.

- In detailed urban planning, it must specifically identify: plant types, planting standards, layouts of greenery in functional areas; and position of greenery on streets.
