1. Criteria for determining potential railway traffic accident points in Vietnam

According to Article 7 of Decree 65/2018/ND-CP, potential railway traffic accident points are determined based on the current state of railway infrastructure, railway traffic safety corridors, the number of incidents, and the extent of damage caused by railway traffic accidents that have occurred within a 12-month period from the time of the most recent accident, which fall under the following cases:

- There is a minimum of 01 accident resulting in fatalities or a minimum of 02 accidents resulting in injuries that have not reached the level of being classified as black spots for railway traffic accidents.

- The current state of infrastructure, railway traffic safety corridors, and traffic organization activities have factors that compromise railway traffic safety, including:

+ Restricted visibility for vehicle operators.

+ Level crossings that do not meet technical requirements, with inappropriate distances between them as regulated by the Minister of Transport.

+ Violations or passages through railway traffic safety corridors located in densely populated areas.

+ Areas with numerous unauthorized crossings over railway tracks and other potential safety hazards.

2. Regulations on the management of dangerous locations concerning railway traffic safety in Vietnam

Regulations on the management of dangerous locations concerning railway traffic safety in Vietnam, according to Article 8 of Decree 65/2018/ND-CP, are as follows:

- The provincial People's Committee in areas with dangerous locations concerning railway traffic safety is responsible for:

+ Leading the organization of monitoring, analysis, creating inventories, devising plans for elimination, and implementing measures to ensure railway traffic safety at dangerous railway traffic safety locations on the national railway and dedicated railway lines within their management scope.

+ Managing dangerous railway traffic safety locations as stipulated in point a, clause 1 of Article 8 of Decree 65/2018/ND-CP.

- The specialized state management agency for railway transportation is responsible for:

+ Cooperating with the provincial People's Committee to implement the provisions stipulated in point a, clause 1 of Article 8 of Decree 65/2018/ND-CP on the national railway.

+ Inspecting and proposing to the Ministry of Transport measures to ensure railway traffic safety at dangerous level crossing locations on the national railway; and proposing to the provincial People's Committee measures to ensure railway traffic safety at other dangerous railway traffic safety locations on the national railway.

+ Inspecting and directing enterprises operating national railway infrastructure structures to implement the regulations stated in clause 3 of Article 8 of Decree 65/2018/ND-CP.

- Enterprises operating national railway infrastructure structures are responsible for:

+ Taking the lead and coordinating with the People's Committees at all levels in creating inventories, devising plans, and implementing measures to ensure safety at dangerous railway traffic safety locations on the national railway when assigned, leased, or transferred.

+ Managing records, inspecting, and updating dangerous railway traffic safety locations on the national railway to serve management tasks.

+ Proposing to the specialized state management agency for railway transportation measures to ensure railway traffic safety at dangerous locations on the national railway.

- Owners of dedicated railway lines are responsible for:

+ Taking the lead and coordinating with the People's Committees at all levels in creating lists, plans, and implementing measures to ensure safety at dangerous railway traffic safety locations on the dedicated railway lines.

+ Managing records, inspecting, and updating dangerous railway traffic safety locations on the dedicated railway lines to serve management tasks.
