Cases of revocation and cancellation of laissez-passers in Vietnam according to Article 10 of Decree 76/2020/ND-CP are as follows:
- The laissez-passer, which is still valid, is lost.
- The laissez-passer has been issued to individuals who are subject to exit suspension in accordance with the regulations of the Law on Entry, Exit, Transit, and Residence of Vietnamese Citizens 2019.
- The laissez-passer of individuals who are not yet eligible for issuance of entry and exit documents due to committing prohibited acts.
Regulations on the Cancellation of unexpired laissez-passers which are lost in Vietnam according to Article 11 of Decree 76/2020/ND-CP are as follows:
- In case of losing the laissez-passer within the country, within 48 hours from the time of discovering the loss, the person who lost the laissez-passer must directly submit or send a loss report according to Form M02 issued with Decree 76/2020/ND-CP to the issuing agency. If due to force majeure reasons, the report cannot be submitted or sent within the prescribed time limit, specific explanations for the force majeure reasons must be provided.
- In case of losing the laissez-passer abroad, within 48 hours from the time of discovering the loss, the person who lost the laissez-passer must report to the local authority to complete the procedures for confirming the loss of the laissez-passer and to facilitate exiting the country; upon returning to Vietnam, the loss must be reported to the border control unit at the checkpoint.
- The border control unit at the checkpoint is responsible for receiving the report from the person who lost the laissez-passer abroad and issuing an entry certificate according to Form M03 issued with Decree 76/2020/ND-CP to the person who lost the laissez-passer.
- Within one working day from the receipt of the loss report or the entry certificate from the border control unit at the checkpoint, the issuing agency will cancel the value of the lost laissez-passer and notify the border defense force province where the citizen was issued the laissez-passer.
Eligible entities to be granted laissez-passers in Vietnam according to Article 4 of Decree 76/2020/ND-CP are as follows:
- Subjects eligible for issuance of the Vietnam-Cambodia border laissez-passer include officials and public employees, and workers working in agencies, organizations, and enterprises headquartered in provinces sharing a border with Cambodia, who are sent to work in border provinces opposite Cambodia.
- Subjects eligible for issuance of the Vietnam-Laos border laissez-passer:
+ Vietnamese citizens with permanent residence in provinces sharing a border with Laos;
+ Vietnamese citizens without permanent residence in provinces sharing a border with Laos but working in agencies, organizations, and enterprises headquartered in provinces sharing a border with Laos.
- Subjects eligible for issuance of the Vietnam-China border entry and exit laissez-passer:
+ Vietnamese citizens residing in communes, wards, and commune-level towns adjacent to the Vietnam-China border;
+ Officials working in state agencies headquartered in districts, district-level towns, and cities under provinces of Vietnam adjacent to the Vietnam-China border, who are sent to work in border areas opposite China.
