1. Organizational structure of vocational education institutions in Vietnam

Article 10 of the Law on vocational education 2014 stipulates the organizational structure of vocational education institutions in Vietnam:

- The organizational structure of public, private intermediate schools, and colleges includes:

+ School council for public intermediate schools and colleges; board of directors for private intermediate schools and colleges;

+ Principal, vice principal;

+ Specialized departments or units;

+ Faculties, subjects;

+ Advisory councils;

+ Branches; scientific and technological research organizations; organizations serving training, research, and application deployment; production, business, and service establishments (if available).

- The organizational structure of public, private vocational education centers includes:

+ Director, deputy director;

+ Specialized departments or units;

+ Subject teams;

+ Advisory councils;

+ Units serving training; production, business, and service establishments (if available).

- Foreign investment vocational education institutions have autonomy regarding their organizational structure.

2. Guidance on registration of vocational education in Vietnam

- Vocational education institutions, higher education institutions, enterprises are granted a certificate of registration for vocational education activities when they meet the following conditions:

+ A decision to establish or a permit to establish;

+ Land, facilities, equipment that meet the commitments required for training activities;

+ Sufficient training programs and teaching materials, study materials according to regulations;

+ A team of educators and vocational education managers that meet professional and occupational standards, adequate in quantity, synchronized in structure;

+ Adequate financial resources according to regulations to ensure the maintenance and development of vocational education activities;

+ A charter, organizational and operational regulations.

- Vocational education institutions are only allowed to recruit students and organize training when granted the certificate of registration for vocational education activities.

- Vocational education institutions must register for additional approval with the competent state agency when changing any content recorded in the certificate of registration for vocational education activities.

- The head of the state management agency for vocational education at the central level specifies the conditions, authority, procedures for granting, and revoking the certificate of registration for vocational education activities or the certificate of supplementary registration for vocational education activities.

3. Cases of dissolution of vocational education institutions in Vietnam in 2024

According to clause 1, Article 21 of the Law on vocational education 2014, vocational education institutions shall be dissolved in the following cases:

- Violating legal provisions causing serious consequences;

- End of the suspension period of training activities without resolving the causes leading to suspension;

- Failure to obtain a certificate of registration for vocational education activities within 36 months for colleges, intermediate schools, or 24 months for vocational education centers, from the effective date of the decision to establish or permit to establish;

- Failure to implement training activities after 24 months, from the date of being granted a certificate of registration for vocational education activities.
