On October 11, 2024, the Prime Minister of the Government of Vietnam issued Decision 1169/QD-TTg to approve the Communication Scheme for the prevention and control of the harmful effects of alcoholic beverages in Vietnam until 2030

1. Tasks and Solutions of the Communication Scheme for the prevention and control of the harmful effects of alcoholic beverages in Vietnam until 2030

- Strengthen the leadership and direction of Communist Party committees and authorities on the communication work for the prevention and control of harmful effects of alcoholic beverages. Party committees and authorities at all levels shall issue resolutions, plans, allocate funds, and mobilize resources to implement the Scheme.

- Develop and disseminate communication materials on the prevention and control of harmful effects of alcoholic beverages relevant to sectors, fields, and localities; promptly provide and disseminate diverse forms of communication materials for the communication system from central to local levels.

- Regularly organize training to enhance the capacity and communication skills for those involved in the communication work on the prevention and control of harmful effects of alcoholic beverages from central to local levels.

- Implement effective and appropriate forms of communication

+ Regularly organize programs and campaigns on the prevention and control of harmful effects of alcoholic beverages in various forms, including mobile propaganda teams; communication tied to competitions; activities and events related to health, culture, sports, and tourism.

+ Conduct communication work on the prevention and control of harmful effects of alcoholic beverages in the mass media, social networks, internet, mobile phones, and online counseling.

+ Deploy communication forms on the prevention and control of harmful effects of alcoholic beverages to individuals; focus on communication at public locations, tourist areas, and recreational areas; organize conferences to propagandize and disseminate policies and laws on the prevention and control of harmful effects of alcoholic beverages to relevant agencies, organizations, and individuals;

Incorporate the content of communication on the prevention and control of harmful effects of alcoholic beverages into customs, conventions, and cultural institutions of regions, localities, and communities; organize communication activities on the prevention and control of harmful effects of alcoholic beverages in educational institutions appropriate to the age of students; implement and expand initiatives and models of communication on the prevention and control of harmful effects of alcoholic beverages.

- Regularly conduct inspections, supervision, and evaluation of communication activities on the prevention and control of harmful effects of alcoholic beverages from central to local levels; promptly rectify and address organizations and individuals who disseminate false, non-compliant information regarding laws on the prevention and control of harmful effects of alcoholic beverages.

2. Objectives of the Communication Scheme for the prevention and control of the harmful effects of alcoholic beverages in Vietnam until 2030

- 95% of adults will receive communication on harmful effects of alcoholic beverages and measures for its prevention and control.

- 100% of vehicle operators will receive communication and education on legal regulations regarding not consuming alcohol when operating vehicles.

- 100% of educational institutions will implement communication on the prevention and control of harmful effects of alcoholic beverages suitable for the age of students.

- 95% of alcohol business establishments; 90% of households and individuals producing homemade alcohol will receive communication and guidance on legal regulations about the prevention and control of harmful effects of alcoholic beverages and other related legal regulations.

- 90% of print and electronic newspapers of ministries and central authorities; 90% of radio and television stations at the central and local levels, and the commune-level information system will publish and broadcast monthly articles on the prevention and control of harmful effects of alcoholic beverages; 90% of reporters and individuals participating in grassroots information activities will receive training and information on the prevention and control of harmful effects of alcoholic beverages.
