Approval for the Adjustment of the Planning for Binh Phuoc Province for the Period 2021-2030, Vision to 2050

Approval of the adjustment of the planning for Binh Phuoc Province for the period 2021-2030, with a vision to the year 2050, with specific contents such as:

* Plan for the Protection, Exploitation, and Use of Resources:

- Outline 89 areas for exploration, mining, and processing of minerals. Focus on intensive mining and processing of products that the province has potential and advantages. For land use needs for auxiliary mine structures, mine scale will be adjusted for licensing according to authority and current legal regulations; licensing and management of mineral mining for construction materials should align with local needs and current legal regulations.

- Plan for exploration, mining, and processing of bauxite minerals in 04 mine areas with an area of approximately 76,000 hectares and 04 mineral reserve areas with an area of about 14,000 hectares according to the legal regulations on mineral management in national mineral reserve areas. When there is actual demand, the People's Committee of Binh Phuoc Province will report to the Prime Minister of the Government of Vietnam for consideration and decision.

Note: During the implementation of the plan, based on higher-level planning, this planning option, and other related planning options, review, identify, and adjust or supplement under authority, or report to competent authority for consideration, adjustment, or supplementation of the number, boundaries, size, capacity, exploitation schedule, and utilization objectives of mining points (if needed), ensuring consistency with the province's actual development and existing regulations. For mine waste areas with mine closure decisions and mineral areas announced by the Ministry of Natural Resources and Environment as areas with dispersed, small-scale minerals, size, capacity, and phase are based on the investment project, exploration project prepared and approved. For some mines to be exploited after 2030, if conditions are met and investment capital can be mobilized, report to competent authority for approval to proceed earlier, contributing to promoting socio-economic development in Vietnam.

* Responsibilities of the People's Committee of Binh Phuoc Province in Vietnam

- Organize the announcement and disclosure of the adjustment of Binh Phuoc Provincial Planning for the period 2021-2030, vision to 2050 according to legal regulations on planning;

- Take comprehensive responsibility for managing Provincial Planning; provide guidelines, allocation, delegation, coordination, control, and ensure full implementation of principles, processes, procedures, and regulations during the implementation of Planning; research and apply information technology and geographic information system (GIS) in Planning management and implementation;

- Review and complete the system of diagrams, maps, database, and planning dossiers of the province to ensure consistency with the contents of Decision No. 1489/QD-TTg dated November 24, 2023, and this Decision; be responsible for the accuracy of data, documents, diagram systems, maps, and database in the Planning Dossier of Binh Phuoc Province;

- Develop, submit for promulgation the Implementation Plan for Binh Phuoc Provincial Planning for the period 2021-2030, vision to 2050; organize the implementation of Provincial Planning associated with directing the implementation of socio-economic development tasks in the province; periodically organize evaluation of Provincial Planning implementation;

- Research, build, and issue or submit to authority for issuing mechanisms, policies, and solutions to attract investment, ensure financial resources, social welfare, national defense, security, human resource development, science and technology, and environmental protection to implement the identified objectives, tasks, and orientations in the Provincial Planning;

- Organize the formulation and adjustment of urban planning, rural planning, and technical and specialized planning ensuring uniformity and synchronization with the Binh Phuoc Provincial Planning for the period 2021-2030, vision to 2050; strengthen inspection and supervision of planning implementation; strictly handle violating organizations and individuals as per the law;

- Higher-level plans decided or approved after the effective date of this Decision with content differing from this Decision shall be implemented following higher-level plans; simultaneously, the People's Committee of Binh Phuoc Province is responsible for supplementing into Provincial Planning when implementing planning adjustments as specified.
