Standards for Promoting Administrative Public Employees in Vietnam to Rank II from August 15, 2024

On June 27, 2024, the Minister of Home Affairs of Vietnam issued Circular 05/2024/TT-BNV regulating standards and conditions for considering promotion to grade II and grade I for administrative public employees, clerical public employees, archival public employees; salary grading for those recruited or received into public emplyee positions.

Standards for Promoting Public Administrative Employees in Vietnam to Rank II from August 15, 2024

To be specific:, at Clause 1 Article 3 Circular 05/2024/TT-BNV, public administrative employees in Vietnam are considered for promotion to Rank II when meeting the following standards and conditions:

- The standards and conditions specified in Clause 1 Article 32 Decree 115/2020/ND-CP on recruitment, use, and management of public employees (amended at Clause 16 Article 1 Decree 85/2023/ND-CP);

- The job position scheme of the public service provider is developed and approved in compliance with the law and includes the job position of the public employee title considered for promotion;

- Approved by the competent authority to participate in the promotion consideration;

- Have held the title of expert and equivalent for at least 09 years (excluding internship and probationary periods). In cases where there is a period equivalent to the title of expert, the time holding the title of expert must be at least 01 year (full 12 months) counted up to the deadline for submitting the promotion registration dossier (if the time holding the title of expert is not continuous, it shall be accumulated);

- During the time of holding the title of expert and equivalent, the competent authority assigns to participate in the promotion consideration and confirms in writing (attached with the dossier) one of the following scientific tasks:

Participating in the development of regulations, guidelines, and technical processes in the sector, field, agency, or unit where they work has been issued and confirmed by the head of the agency or unit assigned to implement it;

Participating in science and technology tasks from the grassroots level and above that have been accepted and evaluated as meeting the requirements;

Participating in the development of projects, legal normative documents that have been issued and confirmed by the head of the agency or unit assigned to implement it;

- During the time of holding the title of expert and equivalent, having one of the following work achievements:

Achieved merits in performing professional tasks and received commendations from ministries, agencies, or provincial levels or higher;

Having at least 02 years of work performance evaluated and classified as excellently fulfilling duties.
