On September 20, 2024, the Ministry of Health of Vietnam issued Official Dispatch 5608/BYT-KH-TC implementing Directive 24/CT-TTg of 2024 on strengthening and enhancing the efficiency and effectiveness of the implementation of the 2023 Bidding Law, which includes the request for enhancement of bidding training for individuals directly involved in bidding activities in Vietnam.

To implement Directive 24/CT-TTg of 2024 and to ensure the supply of medicines, testing materials, and medical equipment for medical examination and treatment, the Ministry of Health of Vietnam requires the heads of medical examination and treatment facilities to undertake several tasks as outlined in Official Dispatch 5608/BYT-KH-TC of 2024 as follows:

- Fully perform the responsibilities of the authorized individual (for cases that have been decentralized), the responsibilities of the investor, and the bid solicitor in the contractor selection activities; ensuring adequate supply of medicines, chemicals, testing materials, medical equipment, and other related services for medical examination and treatment; not shifting the responsibilities to the Ministry of Health or higher authorities for issues that fall under their own responsibilities (such as handling situations and complaints in bidding).

- Strengthen and tightly manage the organization of procurement and bidding to ensure openness, transparency, efficiency, and avoid waste; take responsibility if there is a shortage of medicines, chemicals, testing materials, medical equipment, and related services at the healthcare facilities under their management.

- Promote online bidding, leveraging the features of the National Bidding Network System to enhance transparency and convenience in the contractor selection process for supplying medicines, chemicals, testing materials, and medical equipment.

- Have measures and mechanisms to promptly handle arising situations in bidding at healthcare facilities; avoid prolonged delays that lead to shortages of medicines, chemicals, testing materials, and medical equipment for medical examination and treatment.

- Enhance the training and improve the expertise and professional skills in bidding for individuals directly involved in procurement and bidding activities.

- Implement the posting of violations handling information of contractors and investors according to the responsibilities, and send it to the Ministry of Planning and Investment of Vietnam for monitoring.
