How is the allowance for holding concurrent leadership positions calculated?

When concurrently holding one or several leadership positions, officials and public employees in agencies and organizations shall receive an additional allowance. The allowance rate is calculated in accordance with Circular 78/2005/TT-BNV.

Eligible recipients of the concurrent position allowance include: officials and public employees and armed forces personnel who are elected or appointed to a leadership position in an agency or unit from the central level to the commune, ward, or commune-level town and simultaneously are elected or appointed to concurrently hold one or more leadership positions heading other agencies or units which have separate staffing for dedicated heads but operate on a concurrent basis.

Individuals in the above-mentioned categories must meet 02 conditions to receive the concurrent position allowance as follows:

- Currently holding a leadership position through election or appointment in an agency or unit.- Approved by a competent authority to hold one or more leadership positions heading other agencies or units concurrently, where these additional positions are structured with dedicated staffing for the heads but operate concurrently.

Regarding the level of the concurrent position allowance, Section III of Circular 78/2005/TT-BNV stipulates: The concurrent position allowance for leading other agencies or units is calculated at 10% of the current position-based salary or professional and operational salary plus the leadership position allowance and excess seniority allowance (if any) of the concurrent position holder. The formula is as follows:

Concurrent Position Allowance = 10% x [(Salary Coefficient + Allowance Coefficient) x Minimum Salary]

In which,

- The salary coefficient is the position-based salary coefficient or the professional and operational salary coefficient;- The allowance coefficient is the leadership position allowance coefficient and the excess seniority allowance coefficient.

The entity remunerated for the individual holding a concurrent leadership position heading other agencies or units will pay the concurrent position allowance from the month the concurrent position is held, sourced from the agency's or unit's budget according to current financial policies.

The concurrent position allowance for leading other agencies or units is calculated and paid with the monthly salary period and is not used for the calculation or enjoyment of social insurance benefits.

Considered on the scope of responsibility and obligations of individuals holding multiple leadership roles concurrently, the state prescribes an appropriate allowance calculation level for these individuals besides the salary they receive, ensuring their dedication and utmost effort in their duties.
