On August 6, 2024, the Office of the Government of Vietnam promulgated Official Dispatch 5578/VPCP-TCCV regarding personnel management and job position placement in Vietnam.

Executing the task assigned in Conclusion 01-KL/BCD dated July 23, 2024, of the Central Steering Committee on staffing management regarding the Conclusion of the 3rd Conference on the results of staffing management in the political system, the Secretary of the Party Committee of the Government of Vietnam, and the Prime Minister of the Government of Vietnam, tasked the Ministry of Home Affairs of Vietnam to:

- Preside, cooperate with ministries, central authorities, and local authorities based on the quotas of official staff assigned by the competent authority to review and consider the conversion of public employees among the total 7,191 public employees (including 5,066 positions at the local level and 2,125 positions at ministries and central authorities) currently working in the positions of officials in agencies and organizations performing state management functions to officials as per regulations;

Then, specifically identify the remaining quota of public employees that need to be converted to officials (including public employees who meet and those who do not meet the standards and conditions for conversion to officials as per regulations) to aggregate and advise the Party Committee of the Government of Vietnam.

- To address issues that have existed for many years and involve many agencies and organizations, the Ministry of Home Affairs will preside, coordinate with ministries and agencies to review, inspect, and rigorously and comprehensively evaluate the work of assigning and managing staff, and the implementation of the financial management mechanism and income in agencies and organizations performing state management functions that are operating under specific financial management and income mechanisms (before and after implementing the mechanism);

Subsequently, propose the assignment of official staff quota and appropriate financial mechanisms for these agencies and organizations; ensuring compliance with the principles, policies, and regulations of the Communist Party and the laws of the State; report to the Party Committee of the Government of Vietnam before submitting to the Politburo for review and decision.

- Preside, cooperate with the Ministry of Education and Training to review and evaluate the situation of educational staff in the 2022-2026 period and propose solutions to address teacher surplus from 2024 to 2026 in localities to report to the Party Committee of the Government of Vietnam for review and decision.
