The Minister of Natural Resources and Environment of Vietnam promulgates Circular 26/2024/TT-BTNMT dated November 26, 2024, stipulating the technical regulations on cadastral surveying and mapping.
The process of surveying, preparing technical design - budget estimates for cadastral mapping in Vietnam is as follows:
- Surveying to collect documents, data, and information related to the survey area, serving the development of technical design - budget estimates for cadastral mapping, conducted at agencies and units involved in cadastral mapping and on-site, led by the unit preparing the technical design - budget estimates, includes:
+ Review, determine, and collect data and document management status in the survey area, including: areas with existing cadastral maps; areas needing re-mapping, adjustment, additional mapping, digitization, coordinate system conversion, and areas without cadastral maps;
+ Review, determine, and collect data and document management status in the survey area and adjacent areas regarding the coordinate control network system from equivalent grades of cadastral grids and above;
+ Collect documents, data, and information reflecting the land management and usage status in the survey area;
+ Collect information and data about natural features, socio-economic conditions, and other contents related to defining the scope and tasks to be performed;
+ In cases where an area requires re-surveying for cadastral mapping, the survey documents must have confirmation from the Land Registration Office or its Branch, the district-level land management agency, and the commune-level People's Committee (hereinafter referred to as commune-level People's Committee) where the land is located.
- Analyze and evaluate the survey results to determine the scope, items, volume of tasks, and any difficulties or obstacles, and prepare and sign the survey report.
- Prepare technical design - budget estimates, including the following main contents:
+ Necessity;
+ Legal basis;
+ Objectives, requirements, scope of tasks;
+ Characteristics of natural, economic, social conditions, and land usage status of the locality where the cadastral mapping is implemented;
+ The situation of cadastral mapping in the locality; the current status and usability of surveying and mapping documents, including cadastral maps, extracts of cadastral maps, topographic maps, photographic documents, other types of documents, maps, and administrative boundary records;
+ Current status of human resources, technical equipment, and capacity to conduct cadastral mapping of the local land management agency and any affiliated units;
+ Determine the volume of each job item;
In cases of preparing boundary files for agricultural and forestry enterprises as stipulated in Article 181 of the Land Law 2024, it is based on the actual situation to determine the positions, areas, quantity, and density of boundary markers to be planted on-site.
+ Design and technical solutions;
+ Budget estimation;
+ Assessment of feasibility and implementation risks;
+ Packaging and delivery of products;
+ Organization of implementation.
Circular 26/2024/TT-BTNMT takes effect from January 15, 2025, replacing Circular 25/2014/TT-BTNMT.
