On July 12, 2024, the Government Office of Vietnam issued Notification 316/TB-VPCP concluding the conference summarizing one year of implementing the Prime Minister’s directives on removing the "bottleneck" of Scheme 06 and promoting the connection and sharing of data to serve e-commerce development and enhance the efficiency of tax administration.

The Prime Minister of Vietnam has instructed the Ministry of Public Security to carry out the following key tasks:

- Continue to provide 13 utilities on VNeID. Specifically, pilot the issuance of Judicial Records on VNeID in Hanoi and Thua Thien Hue province to expand nationwide in July 2024.

- Coordinate with the Ministries of Justice, Labor - Invalids and Social Affairs, Health, and Vietnam Social Security, and localities to upgrade and complete the connection and sharing of data between the integrated public service software, the national database on population with the provincial administrative procedure resolution information systems, ensuring smooth and efficient reception and resolution of two integrated administrative procedures groups according to the provisions of Decree 63/2024/ND-CP dated June 10, 2024.

- Lead and coordinate with the Ministries of Transport, Agriculture and Rural Development, and Finance to research solutions for the implementation of ship and boat identification on the national database platform on population, electronic identification, and authentication as directed by the Government of Vietnam in Resolution 44/NQ-CP dated April 5, 2024.

- Coordinate with the Ministry of Information and Communications and related agencies and units to continue urging and guiding localities to implement the open mass online education platform (MOOC) with topics on digital transformation and information security.

- Accelerate the construction of the National Data Center. Promote the connection, synchronization of the national database on population with specialized databases, and information systems of ministries, central authorities, and local authorities.

- Lead and coordinate with the Ministry of Industry and Trade, the Ministry of Information and Communications, and related agencies to develop solutions and a roadmap for cleaning up accounts on e-commerce platforms and social networking sites engaged in business and advertising activities. Review and issue guideline documents on standards and techniques for using electronic identification and authentication services to meet the management objectives of e-commerce activities, enhancing the efficiency of tax administration work.

- Coordinate with ministries and central authorities to strictly handle violations in e-commerce activities in general, and livestream sales activities in particular, especially acts of selling counterfeit goods, goods of unclear origin, poor quality goods, tax evasion, and tax fraud.

To identify entities participating in livestream sales activities in Vietnam

To be specific, the Prime Minister requested the Ministry of Industry and Trade to lead and coordinate with related ministries and central authorities to research and propose solutions to manage and sustainably develop domestic and cross-border e-commerce platforms; research and supplement regulations that entities participating in e-commerce and livestream sales activities must be fully identified on platforms before providing goods and services; and implement solutions to comprehensively manage e-commerce business activities and business models on digital technology platforms.
