On July 23, 2024, the Prime Minister of Vietnam issued Directive 22/CT-TTg regarding the land inventory for the year 2024.

The Prime Minister of Vietnam requests the Ministry of Natural Resources and Environment, Ministries and relevant central authorities, and the People’s Committees of provinces and centrally affiliated cities (hereinafter referred to as provincial People’s Committees) to organize the land inventory for the year 2024 across the country as follows:

(1) Objectives and requirements

- The land inventory for 2024 aims to quantify the current situation of land management and use in each administrative unit at the commune, district, and provincial levels, various socio-economic regions, and the entire country; evaluate the status of land management and use at different levels, and propose mechanisms, policies, and measures to strengthen state management of land and improve land use efficiency; provide statistical indicators belonging to the national statistical indicator system; serve the information needs for land activities in socio-economic, defense, security, scientific research, education, and training sectors, and other requirements of the State and society; form the basis for adjusting national defense and security land use planning for the period of 2021 - 2030, with a vision to 2045;

- The land inventory for 2024 must be carried out seriously, fully, accurately, and in conformity with the land law; ensuring objectivity, truthfulness, and accurately reflecting the actual state of land use.

(2) Contents of the land inventory for 2024

The content of the land inventory for 2024 in each administrative unit includes:

(i) The area of various types of land as stipulated in Article 9 and the subjects managing and using land as stipulated in Articles 6 and 7 of the Land Law 2024;

(ii) The situation of land management and use at golf courses; airports; erosion and sedimentation areas; land originating from agricultural and forestry farms, and other specialized subjects.

The land inventory for 2024 must evaluate the current situation of land management and use; land changes over the past 5 years in each locality and the country; especially the management and implementation of land use planning; land law compliance by organizations and individuals using land; clarify the limitations and existing issues; propose measures to enhance land management and use for improved land use efficiency.

(3) Implementation solutions

- The land inventory for the contents specified in point (i) of section (2) is to be conducted based on existing land documents and data, combined with actual surveys, delineation, and adjustments on maps for cases with changes during the inventory period (from 2020 to the end of 2024) and summarizing the results of the land inventory for 2024;

- The specialized land inventory for the contents specified in point (ii) of section (2) is to be conducted through direct surveys and other relevant methods for compilation and reporting;

- Applying information technology for calculating and summarizing land areas, creating land use status maps at various levels to ensure accuracy and consistency in land inventory results;

- Strict monitoring and supervision during the implementation process; placing particular importance on verifying and auditing the results of every stage at different levels, especially at the commune level, to ensure the quality and integrity of the 2024 land inventory data;

- Localities, based on work requirements and actual conditions, should mobilize appropriate existing specialized forces from relevant agencies and public service providers at various levels to participate in the implementation to ensure quality and timely completion; in case of manpower shortages, hire suitable non-state organizations with relevant expertise to execute the tasks.

(4) Implementation timeline and completion deadlines

- The commencement date for the 2024 land inventory is uniformly set nationwide from August 1, 2024. The land inventory data is to be recorded until December 31, 2024;

- The deadlines for completion and reporting the results of the 2024 land inventory at various levels are as follows:

+ The provincial People’s Committee decides the completion time and submission of land inventory results at the commune and district levels;

+ Provincial level completion by June 30, 2025;

+ The Ministry of National Defense and the Ministry of Public Security (Hanoi, Vietnam) must complete and submit the results to the provincial People’s Committees by March 31, 2025, for compilation and reporting; results must be submitted to the Ministry of Natural Resources and Environment by June 30, 2025;

+ Summarizing and announcing the 2024 land inventory results by September 30, 2025.
