Statistics and Reporting on the Management, Maintenance, and Preservation of Firefighting Vehicles

Recently, the Ministry of Public Security issued Circular 52/2014/TT-BCA on the management, preservation, and maintenance of fire prevention and fighting equipment.

Article 7 of Circular 52/2014/TT-BCA provides regulations on statistical reports on the management, storage, and maintenance of fire protection equipment. To be specific, as follows:

  1. Annually, in the fourth quarter, agencies, organizations, and establishments equipped with fire prevention and fighting equipment must submit statistical reports to the local police on the following aspects of management, storage, and maintenance of fire protection equipment:

    - Quantity, quality, and type of fire protection equipment provided;- Methods of storage and maintenance;- Current status of management, storage, and maintenance of the equipment;- Results of implementing inspection and audit recommendations by the Fire Prevention and Fighting Police agency;- Recommendations for solutions to enhance the efficiency of the management, storage, and maintenance of fire protection equipment.

  2. Reporting procedures and receiving agencies:

    - Agencies, organizations, establishments, and civil defense teams report to the local commune-level police (hereinafter referred to as commune-level police) about the management, storage, and maintenance of fire protection equipment;- Basic, specialized fire prevention and fighting teams report to the directly managing agencies or organizations about the management, storage, and maintenance of fire protection equipment under their management;- Commune-level police, directly managing agencies or organizations of the basic, specialized fire prevention, and fighting teams are responsible for reporting to the district-level police or district-level fire prevention and fighting police (hereinafter referred to as district-level police or fire prevention and fighting police) about the management, storage, and maintenance of fire protection equipment under their scope of management;- District-level police and district-level fire prevention and fighting police report to the province-level police or provincial fire prevention and fighting police (hereinafter referred to as province-level police or provincial fire prevention and fighting police) about the management, storage, and maintenance of fire protection equipment under their jurisdiction;- Province-level police and provincial fire prevention and fighting police report to the Fire Prevention, Fighting, and Rescue Police Department on the management, storage, and maintenance of fire protection equipment within their scope of management.
