Regarding this matter, LawNet would like to answer as follows:

On February 19, 2024, the Minister of the Ministry of Labor, Invalids, and Social Affairs issued Circular 01/2024/TT-BLDTBXH on the process of developing, evaluating, and issuing intermediate- and college-level vocational education programs; organizing the compilation, selection, evaluation, approval, and use of teaching materials.

According to Article 6 of Circular 01/2024/TT-BLDTBXH, the organization of the development of training programs is as follows:

- The head of the vocational education institution decides to establish a Program Development Steering Committee/Team; specifies the responsibilities, powers, quantity, structure, and composition of the Steering Committee/Team to ensure the following requirements and standards:

+ Having a university degree or higher, understanding, and experience in program development; having at least 3 years of direct teaching or practical experience in the field of the industry or profession involved in program development.

+ Having a representative of workers/employers in the relevant professional field, understanding the requirements of professional competence and job positions in the industry or profession.

- Compilation of training programs:

+ Identifying objectives, timeframes, knowledge volume, competence requirements, and content to be included in the training program based on vocational skill standards, specifying the minimum knowledge volume and competence requirements that learners must achieve in the training field or profession. For industries or professions that have not yet issued vocational skill standards or specified minimum knowledge volume and competence requirements, it is necessary to analyze the profession, tasks, and survey enterprises to determine the necessary competencies of the industry or profession.

+ Designing the structure of the training program, identifying the list of compulsory and elective subjects, timeframes, and time allocation for implementation.

+ Designing detailed outlines of compulsory and elective subjects and modules according to the defined training program.

+ Designing the content and evaluation methods of learning outcomes based on the competence requirements that learners must achieve for each content and level of training.

+ Compiling the training program, detailed program of each subject, and module according to the templates specified in Appendices 01, 02, 03 accompanying Circular 01/2024/TT-BLDTBXH.

+ Collecting opinions from experts, lecturers, managers, scientists, and employers on the structure and content of the training program.

+ Finalizing the draft training program based on the feedback according to the provisions in point e, paragraph 2, Article 6 of Circular 01/2024/TT-BLDTBXH.

- Selection of training programs:

+ The head of the vocational education institution has the autonomy to select training programs offered by other domestic or foreign training institutions or programs transferred from abroad, ensuring compliance with intellectual property regulations to be implemented at their own institution.

+ Depending on the specific requirements of each selected training program, the head of the vocational education institution decides to organize an evaluation before approval and issuance for implementation. The evaluation process (if any) is conducted in accordance with the provisions in Article 7 of Circular 01/2024/TT-BLDTBXH.

More details can be found in Circular 01/2024/TT-BLDTBXH, taking effect on April 5, 2024. Circular 03/2017/TT-BLDTBXH, dated March 1, 2017, on the prescribing the procedures for design, evaluation and issuance of the training programs; writing, selection and evaluation of the training materials for intermediate- and college-level vocational education, will no longer be effective starting from the effective date of Circular 01/2024/TT-BLDTBXH
