To be specific, in Article 17 of Circular 26/2019/TT-BKHCN the responsibilities of the People's Committees of provinces and centrally-run cities in the activities of developing, appraising, and promulgating technical regulations are specified as follows:

- Annually, the People's Committees of provinces and centrally-run cities shall compile and notify the updated list of local technical regulations issued by themselves to the Ministry of Science and Technology for updating and supplementation into the technical regulations database system.- Actively implement activities of propaganda, dissemination, application guidance, and other related activities to ensure the implementation of local technical regulations in the locality.- The People's Committees of provinces and centrally-run cities within their assigned fields of responsibility are responsible for organizing the development, verification, and promulgation of technical regulations in accordance with the provisions of this Circular and related legal regulations in the management area.

In addition, Article 18 of Circular 26/2019/TT-BKHCN also stipulates the responsibilities of organizations and individuals who preside over and participate in the development of technical regulations in the process of promulgating technical regulations. To be specific:

- Research and understand the contents and requirements of the issued technical regulations to properly implement the provisions in the technical regulations.- Promptly reflect any inappropriate contents discovered during the application of technical regulations to the technical regulations issuing agency for consideration, amendment, and supplementation.
