On July 31, 2024, the Prime Minister the Government of Vietnam issued Decision 734/QD-TTg regarding the Plan for Implementing the Binh Dinh provincial planning Period 2021-2030, Vision to 2050.

The Prime Minister of the Government of Vietnam issued the Plan for implementing the Binh Dinh provincial planning in Vietnam in period 2021-2030, vision to 2050, with the following main contents:

(1) Regarding public investment projects:

- Focus on implementing infrastructure projects with significant spillover effects, particularly the framework infrastructure (transportation, information and communication, science and technology innovation infrastructure, etc.) to attract investments from other economic sectors into areas that serve economic-social development; agricultural, forestry, and fisheries projects to ensure stable production, water safety, social welfare, disaster prevention, climate change response, and sustainable poverty reduction for the locality; necessary projects ensuring synchronization between provincial planning and other related regional and national plans to enhance efficiency, spillover effects, and the competitive capacity of the province in line with the needs and ability to balance and mobilize investment capital for each period.

- List of prioritized investment projects for implementation: As per the attached Appendix.

(2) Projects using other capital sources aside from public investment capital

- Invest in completing infrastructure to enhance the effectiveness of infrastructure projects that have been and are being implemented using public investment capital. Attract investments to expand, increase the productivity and efficiency of production and business facilities in the dynamic zones, and main corridor dynamics of the province.

- Sectors and fields prioritized for investment attraction include: Seaport systems, logistics infrastructure; industrial park and industrial cluster infrastructure; high-tech manufacturing and processing; information and communication technology infrastructure, artificial intelligence; high-tech agricultural, forestry, and fisheries zones; green economic development projects, circular economy; development of onshore wind power, offshore wind power, solar power, biomass energy, and new energy sources; clean water supply projects; infrastructure for education, healthcare, culture, science and innovation, sports, environment, commerce, services, tourism...

- List of prioritized investment projects for implementation: As per the attached Appendix.

(3) Land use plan

- Land use plan for Binh Dinh province for the 05 years 2021 - 2025:

Implemented according to the Prime Minister of the Government of Vietnam's Decisions: Decision 326/QD-TTg dated March 9, 2022, on the allocation of national land use targets for the period 2021 - 2030, vision to 2050, national land use plan for the 05 years 2021 - 2025, and Decision 227/QD-TTg dated March 12, 2024, on adjusting certain land use targets until 2025; Decision 95/QD-TTg dated November 16, 2023, approving the security land use plan for the period 2021 - 2030, vision to 2050; Decision 47/QD-TTg dated May 9, 2024, approving the national defense land use plan for the period 2021 - 2030, vision to 2050, and other related regulations.

- Developing the land use plan for the 05 years 2026 - 2030:

+ Implement according to the land law based on the development needs, ensuring feasibility, efficiency, sustainability, and in line with national land use directions, regional planning, the 10-year Socio-Economic Development Strategy 2021 - 2030, and the 05-year Socio-Economic Development Plan of the country, Binh Dinh provincial planning Period 2021 - 2030, vision to 2050; ensuring compliance, continuity, inheritance, stability, and order.

+ Allocate reasonable land resources prioritizing the development of commerce, services, tourism; developing and expanding concentrated industrial zones, clusters; residential areas. Promote the construction of synchronized infrastructure, especially inter-regional transportation infrastructure linked with the formation of industrial areas, tourism, services, and the expansion of urban and rural residential areas.

+ Allocate sufficient land resources for purposes of culture, sports, healthcare, education and training, energy projects, postal and telecommunications, scientific research, etc., to meet the objectives of economic-social development and enhance the material and spiritual life of the People.

+ Protect and develop forest areas, particularly special-use forests and upstream protective forests, ensuring the maintenance of the forest coverage rate at 58%.

+ Land use must emphasize national defense and security; protecting landscapes and ecological environments to use land sustainably and stably, in line with the province and regional economic development strategy and goals.

More details can be found in Decision 734/QD-TTg which comes into force in Vietnam from July 31, 2024.
