New regulations on the duties and powers of members of the textbook selection council in Vietnam

According to the regulations, the Textbook Selection Council of general education institutions (hereinafter referred to as the Council) is established by the head of the general education institution, to assist the head of the general education institution in organizing textbook selection. Each general education institution establishes one (01) Council. For schools with multiple educational levels, each level shall establish one (01) Council.

Circular 01/2020/TT-BGDDT details the tasks and authorities of the Council members as follows:

1. Tasks and authorities of the Council Chairman:

- Be responsible for the activities of the Council, plan and organize the implementation of the Council's work plan;

- Organize the implementation of the Council's activities; assign tasks to the Vice Chairman of the Council, the Council Secretary, and the Council members;

- Handle situations arising during the textbook selection process within the authority;

- Perform other tasks and authorities as stipulated in points a, b of paragraph 4 of this Article;

- Be accountable for the Council's textbook selection decisions.

1. Tasks and authorities of the Council Vice Chairman:

- Be responsible for the tasks assigned by the Council Chairman;

- Perform other tasks and authorities as stipulated in points a, b, d of paragraph 4 of this Article.

1. Tasks and authorities of the Council Secretary:

- Assist the Council Chairman in preparing the Council's content and agenda;

- Record the Council's meetings;

- Perform other tasks and authorities as stipulated in points a, b, d of paragraph 4 of this Article.

1. Tasks and authorities of the Council Members:

- Participate in the Council's meetings; consult with students, and parents about textbook selection; research and evaluate textbooks according to the textbook selection criteria and relevant materials provided by the Council;

- Be responsible for opinions and evaluations in textbook selection;

- If unable to attend the Council's meetings, report to the Council Chairman and send their opinions, evaluations, and textbook selection in writing to the Council Chairman before the meeting; written opinions on textbook selection by absent Council members are counted toward the textbook selection result in the Council's first ballot;

- Perform other tasks assigned by the Council Chairman.
